Position Summary...
The Group Director, Negotiations, Modeling & Strategy – Payer Programs is an enterprise leader accountable for setting and executing payer strategy across Walmart U.S. and Sam’s Club, with decision authority over financial modeling, negotiations, and regulatory positioning impacting $40–50B in enterprise value.This role operates at the intersection of Health & Wellness, Finance, Merchandising, Legal, and Government Affairs, serving as Walmart’s enterprise authority on payer economics, Rx and Optical modeling, discount card strategy, and complex external negotiations. The role requires advanced financial acumen, executive-level influence, and the ability to lead enterprise outcomes in a highly matrixed environment.
What you'll do...
Enterprise Financial Modeling & Analytics
- Lead enterprise-wide Rx modeling for Walmart U.S. (excluding Sam’s Rx modeling), ensuring accuracy, scalability, and alignment with enterprise financial objectives.
- Own Specialty Pharmacy modeling across payer programs, including scenario analysis, margin optimization, and growth forecasting.
- Lead Optical modeling and analytics for both Walmart U.S. and Sam’s Club, supporting pricing strategy, profitability, and vendor negotiations.
- Partner with Finance and Merchandising (via dotted-line relationship) to deliver advanced business analytics, performance trends, pricing insights, and opportunity identification.
Negotiations & Payer Strategy
- Lead and execute for Walmart U.S. and Sam’s Club, including pricing, contract terms, rebates, and performance guarantees.
- Collaborate with Merchandising to establish and own discount card strategy, including pricing, negotiation, contracting, and alignment with industry best practices.
- Serve as the enterprise authority on industry practices, supporting Legal and Government Affairs with regulatory analysis and compliance recommendations.
- Provide strategic modeling, negotiation, and contracting support for Direct-to-Employer (DTE) programs in partnership with Merchandising and enterprise stakeholders.
Legal, Regulatory & Government Affairs Partnership
- Act as Walmart’s corporate subject matter expert for Rx and payer economics in support of FTC subpoenas and PBM-related investigations.
- Partner closely with Health & Wellness Legal and Government Affairs to assess complex business terms, financial risk exposure, and regulatory implications.
- Translate regulatory and legal considerations into actionable enterprise financial and commercial strategies.
Reporting, Governance & Executive Decision Support
- Own Rx and Optical payer reporting, ensuring data integrity, executive-ready insights, and alignment with enterprise KPIs.
- Deliver clear, data-driven insights to senior executives to support pricing, margin, regulatory, and payer strategy decisions.
- Influence outcomes across Health & Wellness, Finance, Merchandising, and Corporate Affairs without direct authority.
Enterprise Leadership & Decision Authority
- Serves as the enterprise owner of payer negotiations, modeling, and strategy across Health & Wellness.
- Establishes standards, frameworks, and governance used by Finance, Merchandising, Legal, and Government Affairs.
- Makes enterprise-level recommendations that directly influence pricing strategy, margin performance, regulatory risk, and external positioning.
- Operates with enterprise decision rights in highly ambiguous, high-risk environments.
Scope & Impact
- Financial Scope: $40–50B enterprise exposure
- Enterprise Coverage: Walmart U.S. and Sam’s Club (Optical; Rx excluding Sam’s Rx modeling)
- Operating Model: Leads through influence across a highly matrixed enterprise, with accountability for outcomes rather than direct line ownership
- Visibility: Regular engagement with senior executives and external regulatory bodies
What you’ll bring:
- Bachelor’s degree in Finance, Economics, Business, or related field (MBA or advanced degree preferred).
- 10+ years of progressive experience in financial modeling, payer negotiations, healthcare economics, or related fields.
- Deep expertise in Rx, Specialty Pharmacy, Optical, and payer economics.
- Proven experience leading complex, high-stakes negotiations with external partners.
- Strong understanding of regulatory, legal, and compliance considerations impacting pharmacy and payer programs.
- Exceptional executive communication, influence, and stakeholder management skills.
Preferred Qualifications
- Experience supporting or leading responses to regulatory investigations or government inquiries.
- Enterprise experience operating in large, matrixed organizations.
- Demonstrated ability to translate complex financial and regulatory concepts into executive-level recommendations.

The annual salary range for this position is $195,000.00 - $370,000.00 Additional compensation includes annual or quarterly performance bonuses. Additional compensation for certain positions may also include :
