Summary of Job Duties:

The Campus Environmental Program Manager is responsible for overseeing and facilitating the development, implementation, and review of Campus environmental programs. Coordinates all environmental protection programs including water, storm water, wastewater, pollution and spill prevention, and air pollution and supports all associated permitting and reporting actions. Facilitates and conducts environmental inspections. Responds to environmental spills and releases and supports sampling, analysis, remediation, and reporting. Maintains Campus lead and asbestos survey. Develops and supports environmental training. Conducts environmental quality assessments using standard environmental monitoring and sampling equipment and instrumentation. Interfaces with consultants and analytical laboratories. Produces professional reports with technical findings and corrective actions and interprets technical data and communicates technical information to non-technical individuals in a meaningful way. Serves as the Campus interface with the Arkansas Department of Energy and Environment.

Regular, reliable, and non-disruptive attendance is an essential job function of this job, as is the ability to create and maintain collegial, harmonious working relationships with others.


Qualifications:

Minimum Qualifications:

  • Bachelor’s degree in Environmental Science, Engineering, Biology, Chemistry, Geology, or related field from an accredited institution of higher education

  • At least three years of progressively responsible and related experience which includes developing and implementing multiple major environmental compliance programs at a large organization, University, or in a consulting role

  • Broad experience in the development, implementation and monitoring of multimedia environmental regulatory programs and demonstrated knowledge of modern principles related to the recognition, prevention and control of environmental hazards

  • Proven experience in the use of environmental testing equipment and methods for the investigation and determination and analysis of hazards

Preferred Qualifications:

  • Master’s degree in Environmental Science or engineering and professional certification from an accredited institution of higher education

  • Experience with Title V air permits, including semi-annual reporting, compliance certification documentation, and calculation of annual emissions

  • Experience permitting fuel-burning equipment or air pollution control equipment

  • Experience with stormwater permit compliance and reporting, specifically Municipal Separate Storm Sewer System (MS4) permits and Individual Industrial Discharge Permits

  • Demonstrated capability developing and implementing Stormwater Pollution Prevention Plans, Spill Prevention, Control, and Countermeasure (SPCC) Plans, and Illicit Discharge Detection and Elimination (IDDE) Programs

Knowledge, Skills and Abilities for this position (KSAs)

  • Thorough knowledge of multi-media environmental regulations, guidelines and best practices, coupled with the ability to interpret, determine applicability, and apply those regulations or guidelines, as appropriate

  • Thorough knowledge of current safe practices in the fields of environmental and hazardous waste management, including proper selection and use of personal protective equipment (PPE)

  • Broad knowledge in the development, implementation and monitoring of multimedia environmental regulatory programs, including sound knowledge of modem principles related to the investigation, prevention and control of environmental hazards

  • Ability to assess current programs to identify places for improvement, as well as new environmental performance goals, strategies, and milestones

  • Ability to evaluate proposed and new environmental regulations to determine applicability and, if warranted, strategies for implementation

  • Ability to effectively communicate (in oral and written form) and establish rapport with the target audience

  • Skill in acquiring and interpreting environmental data in support of the preparation of complex technical reports

  • Ability to use hand-held monitoring equipment and instrumentation to assess environmental conditions and conduct and coordinate environmental sampling

  • Ability to wear a respirator and work in confined areas
