Summary of Job Duties:

This position is responsible for the general procurement of a variety of commodities and services and determining the appropriate method of procurement according to state law and University policies.

This position reports to the Director of Procurement and Contracts Management.


Qualifications:

The formal education equivalent of a high school diploma; plus two years of experience in merchandising or a related field, including one year in purchasing. Other job related education and/or experience may be substituted for all or part of these basic requirements.

Other Knowledge, Skills, and Abilities:

To perform the job successfully, the following competencies are required for the essential functions of this position:

  • Organizational skills.
  • Knowledge of the principles and practices of purchasing.
  • Knowledge of state procurement laws and University policies.
  • Knowledge of market resources and product availability.
  • Knowledge of general information technology concepts and various software.

Essential Duties and Responsibilities:

  • Processes departmental procurement requests, analyzes for completeness and accuracy of information, determines the appropriate method of procurement, and executes purchase orders.
  • Identifies varied sources of commodities, searches for best prices, and recommends alternate vendor selections as needed.
  • Provides Workday technical assistance to end users.
  • Communicates purchasing procedures to end users.
  • Performs follow-up on orders and communicates with suppliers regarding status and delivery.
  • Monitors encumbrances and liquidates as needed.
  • Issues Invitations to Bid.
  • Ensures departmental requests are appropriate University purchases and do not violate state law or University policy.
  • Assists with creation of bid specifications, forms, and templates.
  • Assists the Director of Procurement as needed.
  • Assists in bid openings and tabulations.
  • Approves/disapproves Workday requisitions and issues purchase orders
  • Upholds the requirements of Amendment 54 by assisting with print bid process and adhering to the Printing Delegation Order issued to the university by Office of State Procurement.

Other Duties and Responsibilities:

  • Maintains strong working relationship with faculty and staff.
  • Contributes to the overall success of the department by performing all other duties as requested or assigned.
  • Responsible for maintaining a positive work atmosphere by acting and communicating in a manner to foster teamwork.
  • Requires consistent on-time attendance.
