Job Summary:
The Regulatory Compliance Specialist is responsible for managing the bank’s compliance program in both lending and deposit operations, ensuring adherence to applicable federal and state regulations. This role involves strategic oversight of lending and deposit related activities, monitoring regulatory changes, implementing policies and procedures, and providing guidance to ensure compliance. Working closely with senior management and the VP Compliance Officer, the Regulatory Compliance Specialist exercises discretion and independent judgement to design and execute compliance strategies that align with the bank’s objectives and regulatory standards.
Essential Duties, Responsibilities & Expectations:
- Lending and Deposit Compliance and Monitoring
- Lead the development, implementation, and ongoing management of the bank’s compliance program for both lending and deposit compliance operations, ensuring alignment with all applicable laws and regulations, such as Regulation D, Regulation E, Regulation Z, and the Truth in Lending Act.
- Maintain and update compliance policies, procedures, and documentation related to both lending and deposit activities to ensure clarity and effectiveness.
- Conduct periodic risk assessments of compliance activities in both areas and recommend enhancements to mitigate risks.
- Regulatory Compliance and Monitoring
- Stay informed of regulatory updates and changes related to lending and deposit changes, advising senior management and staff on the impact of such changes.
- Conduct deposit compliance testing and monitoring for both lending and deposit operations, producing detailed reports of findings and actionable recommendations for management.
- Serve as a liaison with regulators during compliance reviews and audits for both lending and deposit related matters, representing the bank’s compliance efforts and findings.
- Marketing Request Review
- Review and approve all marketing requests to ensure compliance with applicable regulations and internal policies.
- Provide feedback and guidance to marketing teams to address compliance risks in advertising, promotions, and disclosures.
- Compliant Coordination
- Coordinate the intake, tracking, and resolution of customer complaints, ensuring timely and thorough responses.
- Collaborate with relevant teams to address complaints and document resolutions in the complaint log.
- Escalate complaints involving legal action, discrimination, or fraud to the VP Compliance Officer for review.
- Compliance Committee Support
- Compile materials and prepare reports for the Compliance Committee.
- Take minutes during Compliance Committee meetings and ensure follow-up on action items.
- Training Platform Management
- Handle onboarding tasks and maintain records for the bank’s online training platform (BAI).
- Build and update training modules, ensuring alignment with regulatory requirements and staff development needs.
- Training and Leadership
- Provide training and guidance to staff and management on compliance requirements related to both lending and deposit operations to enhance organizational understanding and adherence.
- Actively engage with the Board of Directors, preparing and presenting compliance performance reports that highlight trends, risks, and opportunities for improvement.
- Other Duties
- Assist with responses to compliance-related inquiries from internal and external stakeholders.
- Conduct research and provide recommendations on emerging compliance issues affecting both lending and deposit products and services.
- Perform all other tasks related to the bank’s functions and objectives as requested.
Supervisory Responsibilities:
This position is not responsible for the direct management of other employees but may provide guidance and support to team members on compliance-related activities.
Compliance:
All team members are accountable for compliance with all laws and regulations and adherence to established internal controls and procedures when performing their job duties. Each team member is expected to be familiar with the legal and regulatory requirements and internal controls affecting their job responsibilities. Team members must participate in required training on pertinent compliance laws and regulations as Signature Bank of Arkansas requires. All team members shall be committed to maintaining high compliance with the Bank Secrecy Act, Anti-Money Laundering regulations, USA PATRIOT Act, and Financial Recordkeeping regulations, recognizing their importance in combating organized crime, terrorism, and drug trafficking.
Qualifications
Education / Experience:
- College degree or equivalent experience.
- 5 years of banking experience with a focus on lending and deposit compliance or regulatory knowledge preferred.
- Certified Regulatory Compliance Manager (CRCM) certification is preferred but not required.
Skills / Knowledge / Abilities:
- Strong understanding of lending and deposit related compliance laws, regulations.
- Ability to communicate courteously and professionally in English (both written and oral) with various audiences.
- Proficiency in Microsoft Office and compliance software applications.
- Exceptional organizational skills with the ability to handle multiple tasks simultaneously.
- Ability to analyze technical information and provide risk-based recommendations.
- Strong interpersonal skills to develop rapport with stakeholders at all levels.
- Self-motivated with sound reasoning and judgment skills.
- Willingness to travel and work extended hours as needed.
