Groundwork – the housing vertical of the Northwest Arkansas Council—works to ensure every Arkansan has access to safe, affordable, and attainable housing. We engage communities, empower leaders, and advance policies that expand housing choices across the state.

Position Overview

The Director of Policy will lead Groundwork’s policy strategy at the state and local level, translating community insights and research into actionable reforms. Reporting to the Executive Director, this role will serve as the organization’s policy expert and strategy architect, responsible for advancing housing affordability and production through evidence-based solutions, coalition alignment, and legislative engagement.

This is a unique opportunity for a mission-driven leader to help build Arkansas’s pro-housing movement infrastructure from the ground up. The position requires frequent travel across the state to engage with communities, policymakers, and stakeholders, as well as a deep understanding of the policy and political landscape at the state Capitol, where many statewide decisions are shaped.

Key Responsibilities

Policy Strategy & Development

  • Develop and maintain Groundwork’s statewide housing policy agenda in collaboration with Groundwork leadership & staff, partners, and coalition members.
  • Track, analyze, and synthesize emerging local and state legislation, zoning reforms, funding mechanisms, and housing policy trends and opportunities
  • Draft policy briefs, toolkits, legislation, and recommendations that clearly communicate solutions to policymakers, stakeholders, and the public.

Advocacy & Coalition Building

  • Support the formation and coordination of a statewide pro-housing coalition, aligning local voices and regional priorities.
  • Build and maintain relationships with elected officials, municipal staff, housing authorities, real estate industry groups, financial institutions, and community advocates.
  • Represent Groundwork in legislative hearings, public meetings, and coalition convenings.

Research & Communications

  • Partner with researchers and universities to generate data and evidence that inform Groundwork’s housing priorities.
  • Collaborate with Groundwork communications staff to translate complex policy ideas into compelling, accessible messaging for diverse audiences.
  • Provide thought leadership on housing issues through op-eds, presentations, and conferences.

Organizational Leadership

  • Serve as a senior leader within Groundwork, contributing to organizational strategy and sustainability.
  • Supervise and mentor policy staff or fellows as the team grows.
  • Partner with development staff to align policy priorities with fundraising opportunities.

Qualifications

  • At least 5–10 years of experience in public policy, urban planning, housing, law, or related fields, with a strong track record of policy development and advocacy.
  • College degree required
  • Deep understanding of zoning, housing markets, and local/state policymaking processes.
  • Direct knowledge of the political and policy landscape in and around the Arkansas State Capitol and its influence on statewide decision-making.
  • Experience working with coalitions, grassroots organizations, industry organizations or multi-sector partnerships.
  • Exceptional written and verbal communication skills, with the ability to engage both technical and lay audiences.
  • Comfort with public speaking and conversation facilitation
  • Willingness and ability to travel frequently around Arkansas (driver’s license and automobile insurance required).
  • Reliable transportation required
