The incumbent is responsible to supervise all aspects of the Animal Shelter in an efficient manner. This position is responsible to perform job duties in an accurate manner in order to protect the health and safety of the citizens of the City of Springdale.
Safety/Security Sensitive Designation: This position is classified as safety/security sensitive under the Arkansas Medical Marijuana Amendment and is therefore subject to random drug and alcohol testing. Job Duties

- Provide good customer service to both internal and external customers; maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
- Directly supervises one subordinate supervisor and five additional employees in the department. Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws; Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
- Oversee departmental employees' scheduling, training, certification, and oversee direction of all volunteers, community service workers, and Jail Trustees.
- Handle public relations with the media, TV, Naturals, community groups, businesses, other agencies and animal welfare groups, schools and at special events and site tours to promote the shelter.
- Perform breakdown of monthly deposit and payroll on the AS400 program. Complete cash/debit deposit spreadsheets and billing weekly.
- Prepares annual budget and employee evaluations.
- Handle citizen complaints and direct enforcement of City and State laws on a daily basis.
- Weekly inventory/purchase all needed shelter supplies.
- Assist in Kennels, perform animal treatments, transports to veterinarians, perform animal euthanasia, and assist Animal Control in the field when needed.
- Assess and evaluate shelter and community needs continually to ensure the improvement of the city.
- Regular assessment, development, updating and revision as needed of shelter policy, protocol, forms, animal ordinances, and webpages.
- Regular facility inspection and maintenance, as well as overseeing repairs, bids for service, and upgrades as needed.
- Oversee humane euthanasia program, training, and record keeping in accordance with State and Federal regulations pertaining to the use of Schedule II Controlled Substances.
- Oversee City Mandatory Microchipping Program and compliance with State Rabies Control Laws and animal bite reporting/enforcement in conjunction with the State Health Department.
- Perform other duties as required or assigned.
Minimum Qualifications

- Bachelor’s degree and a minimum three years of related animal welfare/shelter experience and/or training; or equivalent combination of education and experience and a minimum of two years of management experience.
- Must possess a valid Arkansas Driver’s License.
- Within twelve (12) months of employment must obtain certification as Animal Control Officer (NACA Level I and II), Certified Euthanasia Technician.
- Must be proficient in the use of a personal computer, Microsoft Office Suite and standard office equipment, police reporting and shelter software, radio communication equipment, Animal Control equipment and vehicles, and shelter sanitizing equipment.
- Ability to utilize both internal and external resources to obtain information and data necessary to carry out routine assignments and special projects.
- Must have ability to establish and maintain effective working relationships with management, staff, and volunteers.
- Ability to handle crisis situations and resolve conflicts quickly and effectively (i.e. animal rescue/disaster planning/irate citizens).
Supplemental Information
Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses, and offenses against children.
Must be able to pass FBI criminal background fingerprint check and have the ability to comply with state and federal requirements for criminal justice information security standards and obtain necessary certifications.
