Description

The GIS Technician provides a key role in design, implementation, and maintenance of an enterprise GIS system, as well as, ad hoc analysis, technical support, and department specific project design. The work of the GIS Technician is performed under the supervision of the GIS Manager and, at times, may also report to the IT Director.

Safety/Security Sensitive Designation: This position is classified as safety/security sensitive under the Arkansas Medical Marijuana Amendment and is therefore subject to random drug and alcohol testing.

Job Duties

  • Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
  • Design or prepare graphic representations of Geographic Information Systems (GIS) data, using GIS hardware or software applications.
  • Analyze Geographic Information Systems (GIS) data to identify spatial relationships or display results of analyses, using maps, graphs, or tabular data.
  • Perform simple to complex spatial analysis to assist departments with information gathering and decision making, including the ability to create and run models in ArcGIS, write scripts using Python, and perform network analysis.
  • Design, maintain, modify, and troubleshoot existing Geographic Information Systems (GIS), including networked services, online/offline applications, and databases (File and/or SQL).
  • Enter data into Geographic Information Systems (GIS) databases, using techniques such as coordinate geometry, keyboard entry of tabular data, manual digitizing of maps, scanning or automatic conversion to vectors, or conversion of other sources of digital data.
  • Review existing or incoming data for currency, accuracy, usefulness, quality, or completeness of documentation.
  • Assist in the design and development of integrated Geographic Information Systems (GIS) spatial and/or non-spatial databases.
  • Coordinate with other departments on their GIS needs.
  • Coordinate with other governmental entities to ensure compatibility of data, and compliance with regional and state standards.
  • Select cartographic elements needed for effective presentation of information.
  • Provide technical support to users or clients regarding the maintenance, development, or operation of Geographic Information Systems (GIS) databases, equipment, or applications.
  • Manage special projects, which may include prioritizing, training and guiding other employees.
  • Make recommendations and provide expert advice to department directors and division heads regarding GIS systems.
  • Recommend procedures or equipment or software upgrades to increase data accessibility or ease of use.
  • Read current literature, talk with colleagues, continue education, or participate in professional organizations or conferences to keep abreast of developments in Geographic Information Systems (GIS) technology, equipment, or systems.
  • Confer with users to analyze, configure, or troubleshoot applications.
  • Research records within the city and county governments.
  • The GIS Technician will assume the role and responsibilities of the GIS Manager in their absence.
  • Perform other duties as required or assigned.

Minimum Qualifications

  • Technical degree required in such disciplines as Computer Engineering, CPA, Geosciences or related fields, plus 12 to 18 months related experience and/or training, or equivalent combination of education and experience.
  • Must possess a valid Arkansas Driver's License.
  • Computer software programming, level II technician support, project management.
  • System analyst and comprehensive computer software support/help and/or web site development and connectivity.
  • Software requirements include: ESRI ArcGIS Suite including ArcGIS Server ArcGIS Online, Trimble GPS, Microsoft SQL server.
  • Ability to utilize both internal and external resources to obtain information and data necessary to carry out routine assignments and special projects.
  • Must have ability to establish and maintain effective working relationships with management and staff.
  • Skill in organizing resources and establishing priorities and the ability to learn and support new systems and applications.

Supplemental Information

Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses, and offenses against children.

Must be able to pass FBI criminal background fingerprint check and have the ability to comply with state and federal requirements for criminal justice information security standards and obtain necessary certifications.
