SUMMARY
The Foreman, Water/Wastewater Service is responsible for assisting the Superintendent, Water/Wastewater Service in daily duties and performing other responsibilities as required for efficient operation of the department.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assist with planning, scheduling, and implementation of service, maintenance, operation, and construction activities designed to provide quality water and wastewater services for the City consistent with the standards set by State and Federal laws.
- Trains each member of the crew and makes necessary recommendations concerning promotion, reclassification, etc.
- Conducts an annual performance evaluation for each crew member.
- Assures proper time and material reports are completed and workers are properly equipped to perform work to safety standards.
- Inspects and/or repairs sewer lift stations, meters, drainage systems and sewer systems at frequent intervals to ensure that all aspects of the systems are functioning properly.
- Assists the Water Division with troubleshooting and repairs at the water booster station.
- Maintains a variety of records relating to inspections and maintenance activity.
- Supervises staff in working around other utilities such as natural gas, telephone, power, cable, fiber optic, water, and sewer lines prior to digging.
- Operates heavy equipment and trucks such as jetter trailer, backhoe, loader, excavator, dozer, combination vacuum/jetter truck, dump trucks, and crane truck as needed.
- Performs and supervises required labor involved in construction and maintenance projects such as pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, pipe laying, and backfilling while maintaining standards set by the State.
- Responds to emergency sewer and water calls 24 hours a day.
- Provides necessary information to residents and business owners when services will be disrupted providing an estimated time services will be available and contact information as needed.
- Ensures the proper maintenance of equipment and tools by cleaning and checking before and after use; requesting maintenance as needed.
- Performs all duties in conformance to appropriate safety and security standards.
- Enforces federal, state, and local codes and ordinances.
- Cut, fit, lay, tap, clean, repair, and flush water mains. Install new services, fire hydrants, and assists in shutting off broken sections of water mains.
- Ensures staff is compliant with all regulatory requirements including, but not limited to disinfection of new lines, line repairs, boil orders, and reporting of overflows.
- Attends conferences, schools, and meetings to keep abreast of current trends in the field, and to maintain licenses or certifications on the respective areas of expertise.
- Assist during storm cleanup and inclement weather events.
SUPERVISORY RESPONSIBILITIES
This position supervises twelve (12) employees and carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Carries out supervisory responsivities of the department in the absence of the Water/Wastewater Services Superintendent. Responsibilities include training employees, planning, assigning, and directing work, appraising performance, addressing complaints, and resolving problems.

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED) and one year certificate from college or technical school; or three (3) years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, dosages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATIONS, LICENSES, REGISTRATIONS (if required)
Must hold an Arkansas Class IV Water Distribution license and valid Class B commercial driver’s license. Or ability to obtain both within 12 months of employment.
