SUMMARY

Working under the direction of the Public Works Director, the primary responsibilities include implementation and administration of programs and services to assure the Utility is complying with the Clean Water Act, the Safe Drinking Water Act, and other federal and state regulatory requirements.

ESSENTIAL DUTIES AND RESPONSIBILITES

The following include some of the general duties and responsibilities:

  • Read and comprehend engineering plans/specifications, operation and maintenance manuals, and safety instructions.
  • Develop, implement, and supervise programs to assure compliance with:
    • Lead and Copper Rule
    • Total Coliform Rule
    • Consumer Confidence Reporting
    • Cross Connection Program
    • Fats-Oils-Grease (FOG Program)
    • Stormwater Program
    • Hydrant Maintenance Program
    • other regulatory requirements promulgated by the U.S. Environmental Protection Agency and the Arkansas Department of Health.
  • Develop and/or regularly update ordinance pertaining to the division
  • Provide technical support to other Public Works divisions, as needed.
  • Maintain hardware and software programs pertaining to the aforementioned programs and rules.
  • Maintain detailed records pertaining to the aforementioned programs and rules.
  • Performs required labor involved in construction and maintenance projects including but not limited to; pavement cutting, ditch digging, pavement repairs, laying and backfilling.
  • Perform other duties as assigned

SUPERVISORY RESPONSIBILITIES

Exercise direct and indirect supervision of professional and technical services staff. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Formulate and carry out programs for the training and development of staff using personal instruction, on-the-job training, and job rotation methods. Responsible for planning, organizing, and directing work of small team. Compile an annual budget for the Technical Services Division.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

High school diploma or GED and one-year certificate from college or technical school; an associate’s degree in environmental science or related field; (2) years of related experience and/or training; or any equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read, analyze and interpret complex documents. Ability to respond effectively to sensitive inquiries or complaints. Develop clear, concise, and comprehensive technical reports, correspondence and other written materials, exercise sound, expert independent judgment within general policy guidelines.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts related to construction, water treatment, wastewater treatment, and water distribution. The ability to apply concepts such as fractions, percentages, proportions, area, circumference, and volume. Ability to apply basic algebra and geometry.

REASONING ABILITY

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with a variety of abstract and concrete variables, meaning variables that can be perceived through senses, and variables of quality such as knowledge and perception levels. Ability to apply common sense understanding of a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATIONS, LICENSES, REGISTRATIONS

Must possess a valid commercial driver’s license or ability to obtain within 12 months of employment. Must hold a Cross Connection Control Specialist certification with 12 months of employment. Backflow Tester Technician license from the State of Arkansas within 12 months of employment. Must hold a valid Arkansas Class IV Water Distribution License or ability to obtain within 18 months of employment; and hold a valid Arkansas Wastewater Treatment License, at the appropriate level agreed upon by the Public Works Director and incumbent within 24 months of employment.

While performing the duties of this position, the incumbent occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electric shock, and vibration.

The noise level in the work environment is usually quiet.

*Weather Essential position includes employees are declared to be all sworn police officers, all sworn firefighters, dispatchers, emergency road crew employees in the Street Department, and electrical personnel in the Electric Department.
