Essential Job Duties
Safety/Security Sensitive Designation:
This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment.

1. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
2. Perform supervisory responsibilities, which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City’s policies and applicable laws. Work directly with police, fire, and other city department supervisors and address issues with these supervisors as necessary.
3. Quality Assurance - Monitor dispatcher activity and ensure calls and radio traffic are handled per policy in an efficient manner. Perform monthly quality assurance evaluations to include call taking, police and fire dispatching, and National Center for Missing and Exploited Children (NCMEC), partnership calls. Review employee assignments to make sure these are completed in a timely manner.
4. Update employees with new or changed policy/procedure information and answer any questions regarding current policies and procedures.
5. Investigate complaints and take appropriate measures to resolve issues.
6. Review all pursuits per police department policy.
7. Manage timekeeping tasks such as review and approval of leave requests and timesheets. Ensure adequate staffing is maintained for the shift.
8. Troubleshoot dispatch equipment problems and ensure equipment is kept in working order and work areas are kept clean.
9. Assist with testing upgrades for the Computer Aided Dispatch software.
10. Accurately compile and/or maintain informational and statistical reports. Ensure all dispatch reports and forms necessary for police department functions are placed in the appropriate network files and emailed to employees in a timely manner. Create on demand reports through the police department records management system.
11. Routinely assist in answering 911 calls and other phones during the shift. Cover dispatcher positions as needed.
12. Radio system responsibilities include updating the radio database. Perform weekly site checks at radio tower locations and recognize issues that need to be addressed. Perform routine generator checks. Serve as point of contact to coordinate needed maintenance. Test the backup radio system weekly. As required, respond to a site when alarms are activated on equipment.
13. Participate in training of new hires and/or oversee and evaluate training of personnel assigned to the shift. This includes monitoring progress and ensuring training paperwork is completed. Schedule classes for all dispatch staff, complete travel and training paperwork, make reservations, maintain certificates, ensure continuing education classes are completed and documented properly, and ensure Commission on Accreditation for Law Enforcement Agencies (CALEA) required training is completed.
14. Write, review, and update policy and procedures for the dispatch center.
15. Manage the CALEA, National Center for Missing and Exploited Children (NCMEC) and Association of Public-Safety Communications Officials (APCO) certification processes. This includes collecting the necessary documentation for proofs needed.
16. Respond to common inquiries or complaints from the public, regulatory agencies, or members of the business community.
17. Seek out information about technological advances in public safety communications and their potential impact on operations.
18. Responsible for assigned budget expenditures and p-card purchases. Provide budget recommendations for areas such as training, certifications, and tower site needs. Obtain quotes and maintenance agreements as needed.
19. Dispatch work includes regular and irregular shift work necessary to provide services 24 hours a day, 7 days a week, 52 weeks a year, (weekends and holidays included), and during inclement weather events.
20. As assigned, act as Tactical Dispatch Team Lead in coordinating tactical dispatch training and callouts for the tactical dispatchers when a response is needed.
21. As assigned, act as Validation Officer for Arkansas Crime Information Center (ACIC) records. Ensure entered records are being validated per ACIC policy. Complete monthly follow-up report as part of the process.
22. Assist managers when needed with various projects or tasks.
23. Represent the department professionally while attending meetings with the public, representatives of other agencies, departments and committees.
24. Attend conferences, seminars and other trainings for professional development purposes.
25. Perform other duties as assigned.

Minimum Qualifications

1. High school diploma or GED and two years of public safety telecommunications experience.
2. Must be a United States Citizen, not less than 18 years of age.
3. Valid Driver’s License.
4. Possess and maintain ACIC Basic and Advanced certification, and CJIS Certification.
5. Ability to perform duties effectively in a high stress environment which requires task switching.
6. Effectively communicate with others orally and in writing, often under complex conditions that require good judgement, diplomacy, and tact. Ability to give constructive feedback.
7. Ability to read and interpret technical manuals, periodicals, and other information related to the public safety communications field.
8. Ability to exercise good judgement, make sound decisions in the performance of duties, and work independently on multiple tasks assigned.
9. React quickly, appropriately, and calmly in emergencies, adopting effective courses of action.
10. Must have strong organizational skills and be detail oriented.
11. Follow oral and written instructions.
12. Maintain confidentiality of sensitive information.
13. Must be proficient in the use of a computer and software such as spreadsheet and word processing applications. Must be able to effectively operate a multi-line telephone system and standard office equipment.
14. Must be proficient in the use of radio system equipment, computer aided dispatch system, mapping software, weather radio, Arkansas Crime Information Center Computer, 911 computer, recording systems, fire alarm panel, and Teletypewriter (TTY) using the 911 equipment and various software programs. Possess troubleshooting skills for equipment and systems.
15. This position requires the ability to speak clearly and be understood on radio systems and telephone systems, as well as understand what is being said by others on the same systems, to ensure safety.
16. Must be able to analyze and utilize data to make informed decisions and create reports.
17. Ability to effectively present information to top management, public groups and/or boards of directors.
18. Maintain professional and diplomatic interactions with vendors, citizens, business owners, local public safety agencies, and outside representatives.
19. Ability to work with mathematical concepts such as addition, subtraction, multiplication, division, and calculate percentages.
20. While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch and crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required to accomplish computer and office work.
21. While performing the functions of this job, the employee may occasionally be in an outdoor environment for tactical/special event assignments, training and tower checks. While performing the functions of this job, the employee is occasionally exposed to outside weather conditions and risk of electrical shock.
