Essential Job Duties

Safety/Security Sensitive Designation:
This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment and is subject to random drug and alcohol screening.

  1. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
  2. Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City's policies and applicable laws.
  3. Visit work sites to inspect work in progress and ensure projects and work assignments are completed properly and according to schedule.
  4. Advise supervisor of potential operational problems and propose and implement corrective actions as necessary using independent judgment.
  5. Maintain records to document materials, manpower, and equipment required to complete projects and other operation or service information.
  6. Supervise and perform work in the sidewalk, street, drainage, or trail construction program depending upon area of assignment.
  7. Responsible for developing and scheduling annual work program and goals.
  8. Respond to citizen and service requests as assigned and make independent decisions in the field as to course of action to be taken.
  9. Develop improvement and maintenance projects with estimated costs.
  10. Schedule maintenance and rehabilitation projects.
  11. Meet with citizens to coordinate projects; advise and address questions or complaints.
  12. Estimate annual material needs and assist in preparing bids.
  13. Monitor project progress and provide quality control.
  14. Coordinate with utilities, Arkansas Department of Transportation, and contractors in order to expedite projects.
  15. Provide safety training for employees.
  16. Provide assistance to supervisors during budget preparation process.
  17. Provide written or oral reports to supervisor that provides information for quarterly and annual reports.
  18. Operate heavy equipment to accomplish scheduled tasks.
  19. Assist in record keeping for maintenance and construction projects.
  20. Perform work zone traffic control setup.
  21. Performs other related duties as required or assigned.

Secondary Job Duties

  1. Perform secondary duties as assigned.

Minimum Qualifications

  1. High School Diploma or GED and three (3) years of related experience. Minimum of one (1) year supervisory experience preferred.
  2. Must possess a valid driver's license. Must possess or have the ability to obtain a valid Class A Commercial Driver's License.
  3. Must obtain a Class A CDL within 120 days of hire date.
  4. Effectively communicate with others orally and in writing.
  5. Must be proficient in setting and shooting grades using a transit or laser level.
  6. Must be able to read, interpret and implement plans and drawings for construction projects.
  7. Must be proficient in the use of a computer and other related software programs. Must be able to effectively operate standard office equipment.
  8. Ability to effectively use all equipment utilized by crew.
  9. Must be able to use addition, subtraction, multiplication, division, fractions, percentages and basic geometry.
  10. While performing the functions of this job, the employee is regularly required to talk and hear as necessary for safety reasons and to operate specific equipment. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds.
  11. While performing the functions of this job, the employee is occasionally exposed to moving mechanical parts; fumes or airborne particles; outside weather conditions, risk of electrical shock, and risk of vibration. The work environment is usually loud.
