Essential Job Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team) and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:

1. Assist supervisor with implementation of the housing-related strategic plans and recommendations from the annual housing needs assessment with a focus on activities to improve housing choice for renters.
2. Identify barriers to housing access and stability and recommend policy, programmatic, partnerships, or process improvements to address impediments to housing choice.
3. Conduct research, data analysis, and best practice review related to rental housing and eviction prevention.
4. Coordinate efforts to engage landlords, property managers, and property owners to participate in housing assistance programs and citywide efforts to increase new affordable housing types.
5. Prepare and present staff recommendations and write comprehensive reports and memos related to rental housing and the needs of Fayetteville’s renters.
6. Assist with grant pursuits and grant administration for affordable housing initiatives.
7. Manage strong working relationships with community-based organizations providing housing services or advocacy for lower-income renters and other special resident populations (e.g., justice-involved individuals, residents with disabilities, seniors).
8. Provide input on housing-related activities in the City’s CDBG/HOME Consolidated Plan and supporting Annual Action Plans to ensure required strategic planning documents meet the evolving needs of Fayetteville’s renters.
9. Perform other duties as assigned.

Minimum Qualifications

1. Bachelor’s degree from an accredited college or university in a related field such as urban planning, economics, finance, public administration, or public policy and three years of related experience.
2. Desirable qualifications include demonstrated experience with inclusive economic and community development strategies and affordable housing services as well as exposure to federal and state housing policies and programs.
3. Valid driver’s license.
4. Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. § 21-15-103 and A.C.A. § 21-15-111.
5. Familiarity with fair housing principles, public and social housing, and landlord-tenant relationship management.
6. Effectively communicate with others orally and in writing.
7. Must be proficient in the use of a computer and related software programs. Must be able to effectively operate standard office equipment.
8. Ability to read, analyze, and interpret complex documents.
9. Ability to respond effectively to sensitive inquiries or complaints.
10. Strong quantitative and qualitative research skills with the ability to manage complex projects.
11. Ability to effectively present information or recommendations to department leadership and public groups, including local partners and state and federal officials.
12. Ability to work independently as well as to effectively prioritize and multi-task.
13. Ability to periodically work evening or weekend hours as needed.
14. While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to move from location to location; use hands to finger, handle, or feel; and reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds.
