Essential Job Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville positions require employees to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:

1. Assist with the coordination and production of a Mayor proposed budget and a City Council adopted budget. Ensure the budget contains sufficient data to address the financial plan, operational plan and policy directives of the City. Ensure the budget is informative and can be utilized as an effective management tool.
2. Assist the Mayor, department directors, division heads and other staff in the coordination and production of a proposed Five-Year Capital Improvements Program and a City Council adopted Five-Year Capital Improvements Program including detailed project descriptions that fit within the funding available for capital improvements.
3. Coordinate and provide research for special projects as assigned and provide reports and recommendations regarding City operations and city-wide policies and procedures.
4. Develop and maintain annual budget and Capital Improvement Program calendars. Ensure the Budget & Information Management Division meets all goals and deadlines essential to completion of both processes.
5. Analyze, review and evaluate line item and program budget submittals for departments and associated funds. Ensure compliance with prescribed budget procedures and instructions. Make recommendations regarding budget proposals and cost allocations.
6. Analyze and evaluate capital project and operational budget submissions for accuracy and funding requirements. Perform financial analyses as needed to determine break-even, net present value, return on investment, cost-benefit, fiscal impact and cost effectiveness.
7. Monitor and analyze state legislation that could impact local revenue and coordinate with other jurisdictions and organizations regarding fiscal legislative issues.
8. Review agenda packets for issues related to the budget and bring any concerns to the attention of the Budget Director or Chief Financial Officer.
9. May assist with the coordination, monitoring and updating of the project accounting system for all capital projects to ensure budgetary compliance is achieved. Provide consultation to department directors, division heads and project managers on capital budget and expenditure matters to ensure all budget and accounting principles are followed.
10. Responsible for writing and compiling the Quarterly Management Report.
11. Responsible for the review of p-card transactions to verify accurate accounts are being used.
12. Assist management in the development of annual budget operational performance measures for all City divisions and departments. Review and analyze the measures for consistency with the annual budget.
13. Responsible for approving and entering budget adjustments in the financial system. Check and verify correct authority levels by reviewing budget adjustment log. Prepare schedules necessary for annual audit requirements.
14. May participate in coordinating, monitoring, and updating of the position control system for all operational programs to ensure budgetary compliance is achieved. Provide consultation to department directors and division heads on position budget and expenditure matters to ensure all budget principles are followed.
15. Work closely with Fleet for all motor pool items. Assist Fleet with the preparation of the monthly motor pool cost allocation schedule and the annual cost of service rates.
16. Review budget performance reports to ensure they comply with the City’s budgetary policies and propose budget amendments as needed.
17. Prepare reports as necessary for management requirements.
18. Perform other related duties as required or assigned.

Minimum Qualifications

1. Bachelor’s degree from an accredited college or university in Accounting, Finance, or a related field and four years of related experience in governmental budget/finance field is required.
2. Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. 21-15-103 and A.C.A. 21-15-111.
3. Effectively communicate with others orally and in writing.
4. Must be able to use independent judgment and discretion in prioritizing work and completing assigned projects on a timely basis.
5. Must be able to work independently with limited supervision.
6. Must have the ability to provide analysis, projections and recommendations on revenues, expenditures and financial policies.
7. Must be able to establish and maintain effective working relationships with those contacted in the course of work.
8. Must be proficient in the use of a computer and related software programs such as word processing applications and be highly proficient in spreadsheet applications.
9. Must have the ability to become proficient in the City’s financial and budgeting software applications.
10. Must be able to effectively operate standard office equipment.
11. While performing the functions of this job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms. The employee frequently is required to sit. The employee must occasionally lift and/or move up to 10 pounds. Vision abilities to accomplish computer and office work.
