Essential Job Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville supervisory positions require employees to demonstrate leadership competencies by exhibiting appropriate role modeling, and setting proper examples. In addition, all City of Fayetteville positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:

1. Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City’s policies and applicable laws.
2. Provide day to day management and coordination of the Division.
3. Assure development of and timely completion of the annual budget, coordinating the effort with both internal and external personnel. Oversee the preparation of an Annual Budget and Work Plan for the City.
4. Prepare an annual Five-Year Capital Improvement Program document that provides City staff, the Mayor, City Council and the public with a guide for future spending.
5. Perform necessary analysis to identify compliance with City financial policies and make recommendations for improvement as needed.
6. Review and monitor economic trends and forecasts to determine the stability of the City revenue resources and make recommendations necessary to preserve City financial resources in accordance with applicable state laws, City ordinances and policies.
7. Advise and consult with City Department Directors and Division Heads on operational aspects of their programs as needed.
8. Monitor a budgetary control system and make recommendations to the Chief Financial Officer, Mayor, and City Council for budget amendments as needed.
9. Develop and monitor the annual city-wide cost allocation plan for use in allocating central service cost to user divisions. The cost allocation plan will be in compliance with applicable federal directives.
10. Develop and evaluate user fee cost of services models and periodically review each fee area. Recommend any adjustments to existing fees as may be appropriate.
11. Manage projects as assigned by supervisor, which could include coordinating efforts with other divisions, departments or outside entities.
12. Perform other duties as assigned.

Secondary Job Duties

  1. Create and submit a Budget and Work plan for the City that meets the criteria to receive the Distinguished Budget Presentation Award by the Gov. Financial Officers Association.
  2. Periodically review financial resource plans that meet the financial requirements for all operating funds and all capital improvements of the City.
  3. Conduct special studies and/or projects of a financial or administrative nature as assigned to provide management information in as timely, concise and accurate a manner as possible.
  4. Make budgetary presentations to and interpret budgets for Senior City Management, the Mayor, City Council and City Council appointed advisory boards as needed.
  5. In the absence of the Chief Financial Officer, attend assigned meetings, sign official documents, and provide daily management as needed.
  6. Perform secondary duties as assigned.

Minimum Qualifications

1. Bachelor’s Degree from an accredited college or university in Accounting, Finance, or Business Administration with five years of related experience and a minimum of three years of management experience.
2. Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. § 21-15-103 or A.C.A. § 21-15-111.
3. Effectively communicate with others orally and in writing.
4. Must be proficient in the use of a computer and related software programs such as word processing and presentation applications, and highly proficient in spreadsheet applications. Must possess knowledge of financial software applications and have the ability to learn to navigate in the City’s financial software applications in a timely manner.
5. Must be able to effectively operate standard office equipment.
6. Must have the ability to effectively prioritize and multi-task.
7. While performing the functions of this job, the employee is regularly required to move about the office area and external locations, regularly required to talk and hear, sit; use hands to finger, handle, or feel; reach with hands and arms. The employee must frequently lift and/or move up to 10 pounds. Must have vision abilities to accomplish computer and office work.
