Essential Job Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville supervisory positions require employees to demonstrate leadership competencies by exhibiting appropriate role modeling, and setting proper examples. In addition, all City of Fayetteville positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:

  1. Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City’s policies and applicable laws.
  2. Serve as the Acting Chief Financial Officer in the absence of the Chief Financial Officer.
  3. Oversee the Utility Financial Services Division.
  4. Manage assigned projects within the boundaries established by Generally Accepted Accounting Principles, state and federal laws, and local ordinances.
  5. Ensure compliance with federal, state, and municipal laws, regulations, policies, and professional standards governing municipal accounting, financial administration, and reporting, including those established by authoritative bodies such as GASB and FASB.
  6. Assist in the creation and development of long-range financial plans. Provide financial forecasts and development of annual budgets.
  7. Assist with the review of the external audit and preparation of related schedules and documents.
  8. Collaborate with administration and HR to implement approved pay plan structures and/or employee compensation increases. Manage, administer, and monitor financial aspects to ensure alignment with budgetary constraints and financial policies. Provide strategic financial oversight and guidance in support of long-term financial sustainability.
  9. Review, analyze, and recommend changes to policies and procedures as needed.
  10. Complete special projects such as investigating and researching operational problems, developing processes associated with new programs or ordinances, investigating and identifying solutions for audit findings, and investigating utility customer complaints. Report findings and recommend solutions where appropriate.
  11. Prepare and make presentations to the City Council.
  12. Assist in monitoring and evaluating third party providers of risk management services.
  13. Assist in managing debt administration for the City including issuance of new debt and compliance with existing programs and procedures.
  14. Assist in developing financial programs and policies to provide long-term municipal facility and infrastructure needs.
  15. Assist in overseeing operations of subordinate divisions when necessitated by the absence of the Division Director.
  16. Participate in and assist with Enterprise Fund Rate Studies.
  17. Participate in and assist with Impact Fee Studies.
  18. Assist with the legal aspects of special grants and audits.
  19. Assist in the development and monitoring of financial accounting and reporting systems for the City.
  20. Perform budgetary and process analysis of departments and programs to identify areas of process improvement and cost savings.
  21. Develop simplified, concise, audience focused budgetary reports (e.g., Popular Annual Financial Reports, etc.).
  22. Provide financial monitoring, reporting, and oversight of the waterline loan project, and other revolving loan projects that will be used to build and repair the City infrastructure.
  23. Assist in managing the financing of the City’s ongoing sales tax bond projects, including close coordination with City department managers to ensure the prompt expenditure of bond funds as prescribed in the election ordinances.
  24. Perform other duties as assigned.

Secondary Job Duties

Minimum Qualifications

  1. Bachelor’s degree in accounting, finance or other field of business from an accredited college or university and eight years of related experience with at least five years of management experience.
  2. CPA certification or Certified Public Finance Officer (CPFO) certification from the Governmental Finance Officers Association is desirable.
  3. Valid driver’s license.
  4. Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. § 21-15-103 or A.C.A. § 21-15-111.
  5. Must be able to effectively communicate with City management, City Council, City employees, and the public orally and in writing in a variety of communication settings.
  6. Must be able to use diplomacy and tact in order to build rapport with various types of employees throughout the City. Must be able to foster open dialogue, encourage collaboration throughout the City, and motivate others.
  7. Ability to read, analyze and interpret complex documents.
  1. Must be proficient in the use of a computer and software applications such as word processing and spreadsheets. Must be able to become proficient in the use of the City’s ERP system and gain a working knowledge of various other software systems utilized throughout the City. Must be able to effectively operate standard office equipment.
  2. While performing the functions of this job, the employee is regularly required to talk or hear, use hands to finger, handle, or feel, reach with hands and arms. The employee is frequently required to move from location to location. The employee must occasionally lift and/or move up to 20 pounds. Standard vision abilities to accomplish computer and office work.
