Essential Job Duties

1. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
2. Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City’s policies and applicable laws.
3. Administer the engineering development review process.
4. Oversee the development and maintenance of City specifications and standards for construction.
5. Review plans and specifications for site plans, subdivision plats and other construction plan submittals for conformance with standards, ordinances and other City requirements as assigned.
6. Attend Planning Commission meetings and be prepared to answer questions regarding developments. Attend other public meetings as directed by management staff.
7. Coordinate development reviews with other departments, utility companies and other agencies.
8. Investigate complaints from citizens regarding municipal facilities and requests for assistance, e.g. grading and drainage problems.
9. Assists engineers, contractors, builders, governmental agencies and others with requests for design criteria and standards, construction details and City requirements for public works infrastructure.
10. Perform other duties as assigned.

Minimum Qualifications

1. Bachelor’s degree from accredited college or university in Engineering and four years of related experience with a minimum of two years of management experience.
2. Obtain Arkansas Professional Engineer Registration/License within six months of date of hire.
3. Effectively communicate with others orally and in writing.
4. Must be proficient in the use of a computer, scientific calculator, design software, and other software programs such as word processing and spreadsheet applications. Must be able to effectively operate standard office equipment.
5. Must have the ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Must have the ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
6. Must have the ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory.
7. Must have the ability to utilize both internal and external resources to obtain information and data necessary to carry out routine assignments and special projects. Must have ability to establish and maintain effective working relationships.
8. While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds.
9. While performing the functions of this job, the employee is regularly exposed to outside weather conditions and must be able to traverse uneven terrain on job sites.
