Essential Job Duties

Safety/Security Sensitive Designation:

This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment.


  1. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
  2. Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City’s policies and applicable laws.
  3. Serve as project manager and lead crew on assigned tasks within assigned area of responsibility.
  4. Train employees on equipment operation, material installation and proper procedures as related to park and facility maintenance and construction.
  5. Safely perform construction, maintenance and repair on equipment and/or facilities (playground equipment, restrooms, concession stands, park pavilions, boat docks, offices etc.).
  6. Perform electrical work, masonry, painting, plumbing, metal and carpentry work in facilities.
  7. Perform Arc/MIG welding, gas welding, plasma cutting and cutting with power metal miter saw.
  8. Design and build a wide variety of unique wooden and metal objects as requested by supervisory personnel.
  9. Produce drawings from oral and written instructions.
  10. Fabricate and install soccer goals, picnic tables, park signs and park benches.
  11. Winterize and de-winterize drinking fountains, concession stands and restrooms.
  12. Design, dig, form, pour and finish concrete sidewalks, pads, etc.
  13. Perform pool repair including plumbing and plastering sides and bottom. Install diving boards, lift chair, etc. Maintain chlorinators and pumps.
  14. Perform fence installation and repair fences throughout the parks and ball fields.
  15. Safely operate a variety of power and hand tools and heavy equipment.
  16. Interact with the public in a courteous and tactful manner.
  17. Install holiday lights which typically involves working from aerial lifts and on ladders.
  18. As assigned, act as supervisor for the Park Facilities and Construction division.
  19. Perform other duties as assigned.

Secondary Job Duties

Minimum Qualifications

  1. High school diploma or GED and five years of related experience.
  2. Must successfully pass a criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses, offenses against children, and any offense that would qualify to prevent a person from obtaining an Arkansas teaching certificate (A.C.A. 6-17-410).
  3. Must possess a valid driver’s license. Must possess or have the ability to obtain a valid Class A Commercial Driver’s License within 120 days of hire date.
  4. Must possess or be able to possess Certified Pool Operator and Certified Playground Inspector (NRPA) Certifications within 18 months of hire date.
  5. Considerable knowledge of park and facility construction methods. Ability to establish grades and perform field layout based on plans and blueprints.
  6. Effectively communicate with others orally and in writing.
  7. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  8. Ability to operate back-hoe, bob-cat, front end loader, welders, truck fork lift, all shop equipment, saws, drill press, sanders, router, hand and power tools, jack hammer and air tools.
  9. While performing the functions of this job, the employee is regularly required to communicate effectively. The employee is regularly required to stand, walk, and sit. The employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 50 pounds and occasionally up to 100 pounds.
  10. While performing the functions of this job, the employee is regularly exposed to moving mechanical parts, high, precarious places, fumes or airborne particles, toxic or caustic chemicals, outside weather conditions and risk of vibration. The noise level in the work environment is usually loud.
