Essential Job Duties

Safety/Security Sensitive Designation:

This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment.

1. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.

2. Under general supervision of the Program Administrator and Program Manager, assists in the planning, organization, and operation of the Crisis Intervention Team. The Lead Social Services Advocate (LSSA) plays a critical role in the effort to reduce the number of calls to law enforcement, provide alternative crisis solutions to the community, and build linkages to needed community resources. The Lead Social Services Advocate has specialized skills and other support capabilities to help individuals experiencing homelessness, alcoholism, drug addiction, or mental illness.

3. Perform supervisory responsibilities, which may include interviewing and training employees, planning, assigning, and directing work, appraising performance, rewarding and disciplining employees, addressing complaints, and resolving problems. Carry out supervisory responsibilities in accordance with the City's policies and applicable laws.

4. Manage and oversee the social work internship program.

5. Accompany officers responding to calls for service, promoting an ethical, structured, healthy, and helpful environment.

6. Under the direction of the Program Manager, this position is responsible for the supervision and direction of designated civilian personnel assigned to the Fayetteville Police Department’s Crisis Intervention Team. Supervise designated personnel to ensure their actions are legal, reasonable, and within departmental policy. Disseminate new orders and changes in policy.

7. Maintain linkages with community services and resources and refer individuals to appropriate services.

8. Provide crisis intervention services, including crisis case management and short-term counseling as a follow-up from the initial assessment.

9. Help families connect with employment services and obtain financial assistance from government or private sources as appropriate.

10. Build relationships with clients to establish trust, follow-up to ensure resources are utilized and offer assistance to reduce barriers and facilitate access to resources.

11. Maintain documentation of client contacts.

12. Serve as the primary point of contact and coordinate activities related to the department’s social services function.

13. Plan, develop, and update procedures required to accomplish Crisis Intervention Team goals and objectives.

14. Responsible for providing the Program Administrator with recommendations about Crisis Intervention Team practices and standards.

15. Compile detailed narrative and statistical reports for Police Chief’s review regarding program operations; prepare and present reports and documents for City Council, civic organizations, and committees.

16. Develop instructional materials and train personnel with regards to crisis intervention, mental health response, substance abuse, social services resource allocation, and other topics as required.

17. Perform other duties as assigned.

Minimum Qualifications

1. Applicant must possess a Master of Social Work from an accredited college or university, and two years of related social services experience. Prefer experience working with culturally diverse clients in the criminal justice system, human services, or a related field.

2. Valid Driver’s License.

3. Must successfully pass background check and drug screen.

4. Effectively communicate with others orally and in writing.

5. Ability to manage and prioritize tasks and projects.

6. Ability to anticipate and analyze problems, develop alternatives, and make recommendations.

7. Ability to write reports, business correspondence, and procedure manuals.

8. Ability to effectively present information and respond to common inquiries or complaints from clients, regulatory agencies, or members of the business community.

9. Ability to solve problems, make decisions, resolve conflicts and listen effectively.

10. Ability to calmly deal with crisis situations.

11. Strong interpersonal skills with the ability to be compassionate and firm and always maintain appropriate confidentiality.

12. Must be proficient in the use of a computer and software programs such as word processing and spreadsheet applications. Must be able to effectively operate standard office equipment.

13. Ability to work with mathematical concepts such as addition, subtraction, multiplication, and division.

14. Knowledge of budgeting procedures and techniques.

15. Ability to work in a team setting and work independently with limited direction.

16. Ability to work flexible hours to accommodate clients’ work schedules and to assist in the police department’s response to individuals in crisis.

17. While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to move from location to location; use hands to finger, handle, or feel; reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Vision abilities to accomplish computer and office work.
