Essential Job Duties

Essential Job Duties
Safety/Security Sensitive Designation:
This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment and is subject to random drug and alcohol screening.

  1. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
  2. Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; ,addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City’s policies and applicable laws.
  3. Visit work sites to inspect work in progress and ensure projects and work assignments are completed properly and according to schedule.
  4. Advise supervisor of potential operational problems and propose and implement corrective actions as necessary using independent judgment.
  5. Maintain records to document materials, manpower, and equipment required to complete projects and other operation or service information.
  6. Supervise and perform work in the park grounds, trails, janitorial, and park sanitation programs and other disciplines as required.
  7. Responsible for developing and scheduling annual work program and goals.
  8. Respond to citizen and service requests as assigned and make independent decisions in the field as to course of action to be taken.
  9. Develop improvement and maintenance projects with estimated costs.
  10. Schedule maintenance and rehabilitation projects.
  11. Meet with citizens to coordinate projects; advise and address questions or complaints.
  12. Estimate annual material needs and assist in preparing bids.
  13. Prepare, submit, and approve purchase requests for staff and projects. Purchase supplies, tools, equipment, safety devices, and other necessary items as needed.
  14. Monitor project progress and provide quality control.
  15. Coordinate with utilities, state agencies, and contractors in order to expedite projects. Manage contracts and contractors as necessary when tasks are outsourced.
  16. Provide safety training for employees including onboarding training for new employees.
  17. Provide assistance to supervisors during budget preparation process.
  18. Provide written or oral reports to supervisor that provide information for quarterly and annual reports.
  19. Operate heavy and small equipment to accomplish scheduled tasks.
  20. Assist in record keeping for maintenance and construction projects.
  21. Perform work zone traffic control setup as needed.
  22. Oversee a pest control program that includes timely pesticide applications to control weeds in fence rows, tree wells, and other park and trail areas in accordance to the City’s Vegetative Management Plan and all applicable laws.
  23. Coordinate with recreation staff, outside activity groups, and tournament or special event directors to ensure facilities are prepared for scheduled events.
  24. Performs other related duties as required or assigned.

Secondary Job Duties

  1. Perform secondary duties as assigned.

Minimum Qualifications

1. High School Diploma or GED and three (3) years of related experience. Minimum of one (1) year supervisory experience.
2. Must possess a valid driver’s license. Must possess or have the ability to obtain a valid Class A Commercial Driver’s License.
3. Must obtain a Class A CDL within 120 days of hire date.
4. Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses, offenses against children, and any offense that would qualify to prevent a person from obtaining an Arkansas teaching certificate (A.C.A. 6-17-410).
5. Must possess or be able to obtain a Commercial Pesticide Applicator license and Private Nutrient Applicator certification within six months of hire date.
6. Effectively communicate with others orally and in writing.
7. Must be proficient in setting and shooting grades using a transit or laser level.
8. Must be able to read, interpret and implement plans and drawings for construction projects.
9. Must be proficient in the use of a computer and other related software programs. Must be able to effectively operate standard office equipment.
10. Must be proficient in the operation of common hand and power tools, specialty meters, and gauges as well as assigned light and heavy equipment such as trackhoe, dozer, backhoe, and forklift.
11. While performing the functions of this job, the employee is regularly required to talk and hear as necessary for safety reasons and to operate specific equipment. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. 12. The employee must frequently lift and/or move up to 50 pounds.
12. While performing the functions of this job, the employee is regularly exposed to moving mechanical parts; fumes or airborne particles; outside weather conditions, risk of electrical shock, and risk of vibration. The work environment is usually loud.
