Safety/Security Sensitive Designation:
This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment and is subject to random drug and alcohol screening.
1. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:
2. Perform supervisory responsibilities which may include training employees; planning, assigning, and directing work; appraising performance, addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City’s policies and applicable laws.
3. Perform tree maintenance including pruning, planting, and hazard removal within City Parks, Trails and ROW areas.
4. Design, install and repair irrigation systems.
5. Perform chemical applications including pest management and fertilization of trees.
6. Assist in planning and set up work safety zones when road lane closures are required to safely perform work.
7. Responsible for crew maintaining all equipment and material used on a daily basis.
8. Basic understanding of the City Tree Ordinance and City Code as related to trees and vegetation in the street right-of-way, along sidewalks and in other public spaces. Utilize City GIS to determine property and right-of-way boundaries.
9. Prepare daily reports to record materials, labor hours and equipment for system entry.
10. Provide initial citizen contact on work sites.
11. Responsible for usage of P-card for purchases of materials needed for completion of job task.
12. Remove snow and ice from downtown square area and other parks and trails.
13. Install holiday lights which typically involves working from aerial lifts and on ladders.
14. Perform other related duties as required or assigned.

Minimum Qualifications

1. High School Diploma or GED and three years of related experience required.
2. Must possess a valid driver’s license. Must possess or have the ability to obtain a valid Class A Commercial Driver’s License with 120 days of hire date.
3. Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses, offenses against children, and any offense that would qualify to prevent a person from obtaining an Arkansas teaching certificate (A.C.A. 6-17-410).
4. Must possess or be able to obtain a Certified Arborist certification from the International Society of Arboriculture (ISA) within six months of hire date.
5. Effectively communicate with others orally and in writing.
6. Basic understanding of signage for road work and lane closures.
7. Must be proficient in or have the ability to become proficient in the use of a computer as it relates to specific software programs such as timekeeping or work order processing. Must be able to effectively operate standard office equipment
.8. Proficient in the use of small equipment such as chainsaws and pole saws and proficient in the use of heavy equipment such as backhoe, mini-excavator, skid steer, bucket truck, chipper, dump truck, etc.
9. Ability to operate specialized and heavy equipment and provide training for equipment. Ability to provide proper training of personnel as to tree maintenance methods and equipment usage.
10. While performing the functions of this job, the employee is regularly required to talk and hear as necessary for safety reasons or to operate specific equipment. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds.
11. While performing the functions of this job, the employee is regularly exposed to moving mechanical parts; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; risk of electrical shock; and risk of vibration.
