Safety/Security Sensitive Designation:
This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment and is subject to random drug and alcohol screening.- Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of his or her own team), and have regular and reliable attendance that is non-disruptive.
- Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City's policies and applicable laws.
- This position is responsible for performing job duties in an accurate manner in order to protect the health and safety of the citizens in the Utility's service area.
- Responsible for overseeing water and sewer field operations. Respond to emergencies, schedule daily and weekly jobs; provide leadership, set short and long term goals on projects in water and sewer line replacement and repairs.
- Develop work schedules and work assignments for routine and weather-dependent tasks and integrate those with non-routine tasks identified through various sources. Supervise the accomplishment of activities in accordance with plans, schedules, budgets, and policies. Inspect jobs in the field daily, review progress with crew leaders.
- Assess training needs to ensure successful completion of short-and long-range projects. Provide training to employees on equipment operation, material installation and proper procedures.
- Coordinate projects with other City departments, equipment suppliers, private contractors, citizens and other government agencies to allow for productive projects. Represent the City while on job sites and work with contractors and citizens to resolve issues. Work with contractors on projects – review plans, shut downs and problems that arise.
- Prepare labor, material, time and equipment estimates for work performed in the area of assignment. Interact with utilities, public agencies and City departments in response to inquiries and complaints.
- Maintain excellent pubic relations by assuring that public inquiries are answered in a courteous manner and that complaints are responded to promptly and personally. Meet with citizens to coordinate projects; advise and address any questions or complaints.
- Complete reports and evaluations on an annual basis.
- Conduct safety meetings, crew meetings and give out dates on project share information.
- Assist in developing monthly, quarterly and annual reports.
- Assist with budget formation and annual planning.
- Operate leak detection equipment.
- Perform other duties as assigned.

Minimum Qualifications

- High school diploma or GED and five years of related experience and a minimum of three years of supervisory experience.
- Must possess or obtain a valid Class A Commercial Driver's License with Tanker Endorsement within six months of hire date.
- Must possess or be able to obtain an Arkansas State Water Distribution License Grade IV and an Arkansas Department of Environmental Quality Class I Sewer License within two years of hire date.
- Must be proficient in the use of backhoe, dump truck and other common construction equipment and tools.
- Effectively communicate with others orally and in writing.
- Must be proficient or have the ability to become proficient in the use of a computer, utilizing mapping, timekeeping, work order processing and other work related software programs. Must be able to effectively operate standard office equipment.
- Ability to read, analyze, and interpret common technical journals, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management.
- Must be able to use addition, subtraction, multiplication, division, fractions, percentages and basic algebra and geometry.
- While performing the functions of this job, the employee is regularly required to talk or hear in person and on the phone. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
- While performing the functions of this job, the employee is regularly moving mechanical parts; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions.
