Essential Job Duties

Safety/Security Sensitive Designation:
This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment and is subject to random drug and alcohol screening.

  1. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
  2. Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City's policies and applicable laws.
  3. Exercise independent judgment to make on site decisions to overcome unforeseen problems.
  4. Read and comprehend drawings of plans for streets, sidewalks, trails and drainage. Utilize transit to shoot and set grade.
  5. Train employees in safe work methods.
  6. Communicate with employees, residents, customers, and the general public in a professional manner.
  7. Mill streets in preparation for asphalt overlay. Operate asphalt paver and screed in the process of placing an asphalt overlay on streets.
  8. Finish and compact asphalt using a steel drum roller.
  9. Based on construction plans, calculate and order asphalt from vendors.
  10. Develop a work zone plan for each project and implement the plan in the field.
  11. Respond to emergency calls for service outside scheduled working hours.
  12. Manage materials, personnel, and equipment required to complete assigned projects.
  13. Keep equipment and tools maintained, schedule repairs on vehicles and equipment.
  14. Purchase materials as needed for completion of job tasks. Follow purchasing policies and use p-card appropriately.
  15. Perform any duties assigned to the asphalt crew.
  16. Operate equipment such as Gradall, street saws and excavators as assigned to perform other jobs in the department.
  17. Attend training as assigned.
  18. Assist in special projects from supervisors.
  19. Prepare paperwork and perform administrative duties.
  20. Perform other related duties as required or assigned.

Minimum Qualifications

  1. High School Diploma or GED and two years of related asphalt experience.
  2. Must possess a valid driver's license. Must obtain a valid Commercial Driver's License – Class A within 120 days of hire date.
  3. Effectively communicate with others orally and in writing.
  4. Must be proficient in the operation of an asphalt milling machine, asphalt paver and screed on the asphalt paver.
  5. Must have knowledge of rolling techniques and patterns utilizing an asphalt roller.
  6. Knowledge of and ability to operate a variety of heavy and light equipment, hand tools and all trade related equipment.
  7. Knowledge of hazards and safety precautions related to the work.
  8. Must be proficient in or have the ability to become proficient in the use of a computer as it relates to software programs such as timekeeping or work order processing. Must be able to effectively operate standard office equipment.
  9. While performing the functions of this job, the employee is regularly required to talk and hear for safety reasons or to operate specific equipment. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; kneel, crouch, or crawl. The employee must regularly lift and/or move up to 50 pounds. The employee must occasionally lift and/or move up to 100 pounds
  10. While performing the functions of this job, the employee is regularly exposed to moving mechanical parts; fumes or airborne particles; outside weather conditions and risk of vibration.
