Job Summary:

Develop and maintain Geographic Information System (GIS) data layers. Responsibilities include reading, interpreting, and verifying the accuracy of source documents such as civil engineering plans, plat maps, and legal descriptions, and inputting the necessary data into the GIS. Create and update data layers, including cadastral maps, political boundaries, annexations, zoning, and records of criminal activities. Perform routine mapping tasks with a strong focus on customer service. Level II duties require a higher degree of personal initiative, self-leadership, and management skills.

Essential Duties and Responsibilities:

Data Management:

  • Collects, compiles, and integrates spatial data from various sources including GPS, aerial photography, satellite imagery, and field observations.
  • Maintains and updates GIS databases, ensuring data accuracy and integrity.
  • Performs quality assurance and quality control (QA/QC) on spatial data.
  • Documents and updates positional responsibilities; occasionally assists with updating department policies concerning workflows to improve efficiency.

Cartography and Mapping:

  • Creates high-quality maps and other graphic representations of spatial data to support planning, analysis, and decision-making processes.
  • Customizes GIS applications and tools to streamline mapping processes and improve efficiency.
  • Prepares thematic maps, graphs, and charts for presentation to various City departments, City Council meetings, Planning Commission meetings, and the public with little supervision.

Spatial Analysis:

  • Conducts complex spatial analyses using GIS software to support various projects and initiatives.
  • Analyzes spatial data to identify patterns, trends, and relationships.
  • Generates reports, charts, and graphs based on spatial analysis results.

Technical Support and Training:

  • Provides technical support to GIS users and stakeholders within the organization.
  • Trains and assist staff in the use of GIS applications and tools.
  • Troubleshoots and resolves technical issues related to GIS software and hardware.
  • Answers telephone calls to assist users, providing phone support and instructions to users, including the public, in the use of our web-based maps.

Project Collaboration:

  • Works closely with other departments and external agencies to gather and exchange spatial data.
  • Collaborates with project managers, engineers, planners, and other stakeholders to understand project requirements and provide GIS solutions.
  • Participates in project meetings and contribute to project planning and implementation.
  • Attends meetings, sometimes alone, with members of the public or city departments to assess and support a wide variety of GIS solutions.

Compliance and Coordination:

  • Reviews and comment on Code Compliance applications, Planning Commission items, and Board of Adjustment items in a timely and accurate manner.
  • Coordinates with 911 Administrative staff to make changes with other service providers and communicate new or changed addresses to various agencies that require notification.

Interpersonal Skills:

  • Ability to get along with the public, supervisors, and co-workers.
  • Ability to deal tactfully and courteously with the public and other departments.
  • Ability to interpret and explain laws, policies, and procedures.


Software Proficiency:

  • Proficiency with an advanced level of ESRI GIS software, including ArcMAP, ArcGIS Pro, ArcGIS Online, and ArcCatalog.
  • Familiarity with ArcServer, Model Builder, and Python scripting is a plus.
  • Experience with Microsoft Office, AutoCAD, as well as basic familiarity with SQL queries.

General Responsibilities:

  • Other duties may be assigned by the Supervisor.
  • Work assignments and schedules may be subject to change to meet City needs or operational requirements.

Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent.

Reasoning Ability: Able to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

The employee occasionally uses hand trucks or dollies when moving large, bulky items. This position is regularly engaged in loading and unloading large, bulky boxes containing Personal Computers (pcs), Monitors, Printers, and other PC-related equipment. This position is regularly required to position and move pcs and their related components into tight spaces. Also, this position is engaged in the movement of office furniture (desks, filing cabinets, bookcases, etc.… during the PC installation process at various locations throughout the city. Job duties also entail loading/unloading City vehicles, driving City vehicles, climbing stairs, and working with wiring overhead. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
