SUMMARY

Under the direction and supervision of the Operations Supervisor, responsible for locating and marking water and wastewater infrastructure within the City’s service boundaries. Considered the first line of defense in protecting and ensuring that essential water and wastewater service is maintained.

Levels of Responsibility:

Responsibility Asset Value: ½ ton truck - $55,000

Computer/Technology - $3,500

Line Locating Equipment - $7,000

Technology Knowledge: Korterra, Executime, Microsoft Office including Outlook, Excel, and Word, Esri products, and BambooHR

ESSENTIAL DUTIES AND RESPONSIBILITIES

Completes locate requests from the Arkansas One Call center using Korterra locate ticket management software by locating and marking water and wastewater infrastructure.

References the City’s GIS system, record drawings and “as-builts” to ensure facilities are located and marked accurately.

Communicates with contractors, engineers, and City personnel involving excavation and survey work around our infrastructure.

Assists in coordinating the placement and overwatch of the franchise utility installation. Works with contractors to ensure appropriate separation is met.

Aids in the work of water distribution and wastewater collection maintenance teams, Technical Services team, and other City entities by locating water and wastewater infrastructure.

Assists in updating and correcting the department’s GIS map.

Checks, verifies, and determines reported water leaks when needed. Reports leaks found while locating to the Operations Supervisor.

Provides customer assistance concerning water leaks, complaints, and all phases of in-field customer relations.

Investigates reports of damage to the water and sewer systems when needed.

Able and willing to work a rotational stand-by schedule and able to work overtime as needed.

This position is considered a first responder in the event of a citywide emergency or disaster situation. During such an event, this position will respond and perform tasks that are assigned based on the need of the situation.

Reporting relationships, work assignments, and work schedules may be subject to change in order to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned.

QUALIFICATIONS

Must also reside within a 30-minute radius of the Water Utilities office in order to respond to emergencies that may arise.

EDUCATION and/or EXPERIENCE

High school diploma or general education degree (GED) and 2 (2) years related experience and/or training, or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percentage. Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS, SPECIAL SKILLS

  • Must possess and maintain a valid Driver’s license.
  • Possess or has the ability to obtain a Class IV Water Distribution Operator License.
  • Possess or has the ability to obtain a Class II Wastewater Operator License.
  • Must possess and maintain a personal telephone for emergency call-outs.

The employee is occasionally exposed to high, precarious places; toxic or caustic chemicals; and risk of electrical shock. The noise level in the work environment is usually moderate.

WORK HAZARDS

Work hazards for this position include:

Noise from jackhammering concrete or asphalt, heavy equipment operations, air compressor, generators, hydro jet trucks, vacuum trucks, cutting/sawing operations, large electric motors, motor driven pumps, electric saws, drills, and grinders.

Chemical, Bacteriological and Physical Injury Hazards for this position would include:

Methane gas, natural gas, low oxygen levels, oxygen rich levels, hydrogen sulfide gas, asbestos dust, clay dust, concrete (skin contact), Hepatitis A, B and C, drowning, equipment injuries, traffic accidents, snake bites, insect bites, poison plants, and excavation cave-ins.
