SUMMARY: Assists the Senior Staff Engineer with technical and civil engineering support for all Private Development and Capital Improvement Projects within the City of Bentonville.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Reporting relationships, work assignments, and work schedules may be subject to change in order to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned.

Works under the general supervision and guidance of the Senior Staff Engineer.

A wide degree of professional creativity and operational latitude is required and expected. Must be able to work with minimal supervision.

Reviews Private Development and Capital Improvement civil engineering projects for compliance with the City’s street and transportation design, grading and stormwater runoff standards and ordinances.

Reviews permit applications for conformance with City codes and specifications.

Works closely with the Stormwater Coordinator on stormwater and flood plain engineering projects.

Provides support to all City departments and the planning commission concerning City engineering projects at the pre-development meetings, development review meetings, planning commission meetings, city council meetings, and other public meetings as required.

Assists the Global Information System (GIS) Department with information necessary for the maintenance of records and record drawings concerning Private Development and Capital Improvement Projects.

Performs development and subdivision finals to determine final acceptance of all private projects constructed for City ownership and maintenance within new residential or commercial developments.

Addresses citizen requests and concerns related to development within the City. Coordinates with engineers, contractors, and other City departments in resolving complaints.

Provide support for in-house engineering projects as directed by the Staff Engineer.

Conducts and attends meetings with City departments, outside developers, engineers, and contractors related to private and municipal development projects within, and affecting, the City.

Attends and facilitates meetings with the public for various purposes. These may be public comment meetings for Capital Improvement projects, meetings with property owners, meetings with neighborhood homeowners' associations, or other meetings as necessary.

Analyzes reports, maps, drawings, tests, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data associated with development projects.

Periodically inspects construction sites to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards. Coordinates with City and consultant inspectors through the duration of construction projects.

Prepares and issues contract documentation for the selection of consultant engineering firms and construction projects. Coordinates with City Purchasing Manager for bidding or other delivery methods for the construction of Capital Improvement projects.

Coordinates with City Grant Writer to compile information regarding applications for and use of various grants offered to municipalities.

Uses computer assisted engineering, design, inspection, and review software and equipment to assist with preparation of plans, specifications and associated details to include AutoCAD, Blue Beam, and Track-it.

Deal courteously and diplomatically with citizens, engineers, contractors, developers, City employees, and the general public.

Coordinates activities concerned with technical developments, scheduling, and resolving engineering design and test problems. Evaluates design changes, specifications and drawing releases.

Studies engineering and technical publications to keep abreast of technical changes and developments in industry.

Attends bi-weekly staff meetings and provides updates of development projects.

Must make decisions based on sound engineering judgment as well as ethics and rules of professional conduct as prescribed by the Engineering practice.

SUPERVISORY RESPONSIBILITIES This position has no direct reports, but they routinely provide technical support on engineering projects that are on-going in the City.

EDUCATION and/or EXPERIENCE Bachelor’s degree from four-year college or university with an emphasis in Civil Engineering and four (4) years of Civil Engineering (or related) experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top City management, public groups, and professional engineers, engineering firms/groups, and developers.

MATHEMATICAL SKILLS Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical information deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Drivers License;

Bachelors of Science in Civil Engineering Degree or related degree AND Experienced-Based Civil Engineering Certifications;

Engineer Intern certification is required.
