SUMMARY

Responsible for the inspection, testing and tracking of backflow prevention devices throughout the city’s water distribution system. Monitors and records all information pertaining to system protection using equipment and procedures set forth by Federal, State, District and City departmental regulations and guidelines. Facilitates the permitting and review processes for all new assemblies within the system.

Levels of responsibility

Responsible Asset Value: Technology $2,500.00

Testing Gauges and Equipment $3000.00

Technology Knowledge: Tyler Enterprise ERP, Executime, BambooHR, Microsoft Office including Outlook, Excel and PowerPoint, workorder management system, esri products, Bluebeam, Trakit, Digital Collaboration software, and backflow device tracking software.

ESSENTIAL DUTIES AND RESPONSIBILITIES Include the following. Reporting relationships, work assignments, and work schedules may be subject to change in order to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned.

Inspect all customer service connection points and test on an annual basis.

Insures Backflow Prevention Ordinances are enforced correctly at all locations deemed hazardous to the Public Water System.

Review new businesses applications and determines the assemblies required based on the level of hazard and degree of construction proposed.

Provide guidance and support to the register testers in regards to City of Bentonville testing requirements.

Produce and maintain an accurate data base per State Health Department requirements.

Routinely inspects all commercial and industrial operations for backflow conditions, makes recommendations and assists owners with difficult compliance requirements.

Reviews preliminary plans for domestic and commercial facilities in preparation for City and State approval.

Investigates, corrects, or reports malfunctions of city owned equipment and protective devices.

Test and repair all backflow assemblies at city owned facilities.

Coordinate and administer public outreach through the use of in person and literatures associated with backflow education.

Facilitate out of service request associated with out of compliance cross connection controls devices

Maintain a variety of records and related document associated with testing, survey and violations within a software program designed from Backflow programs.

Supports other water distribution department members as needed.

Conducts yearly on-site inspections to evaluate the level of hazard.

Reviews “as-builts” for consistency with installed devices.

Completes task assigned through direct instructions from supervisor. Performs other duties as directed by supervisor or other designated manager.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

High school diploma or general education degree (GED) and three (3) years related experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

- Valid Driver’s License

- The ability to obtain a Class IV Water Distribution License

- Backflow Prevention Inspection Certification

- Backflow Testing and Repair Certification
