SUMMARY Under general direction of the Deputy Transportation Director, plans, organizes, directs, and integrates the functions of the street department, which includes engineering reviews of street and storm water infrastructure proposed by development; storm drain construction and repair; storm water collection system design and maintenance; sidewalk, curb, and gutter maintenance, and street signage and signals by performing the following duties.
Levels of responsibility
Supervisory Responsibility: (1) direct reporting (AssistantStreet Manager)
(2) Supervisors, (4) Crew Leaders, 32 total personnel
Annual Budget: $4,000,000.00 -$7,000,000.00
Responsible Asset Value: Equipment/Vehicles/Traffic Signals – $27,000,000.00
Technology Knowledge: Tyler Enterprise ERP, BambooHR, Executime, Microsoft Office including Outlook, Excel, PowerPoint, and Word, Workorder Management System, Esri products, Bluebeam, and Adobe.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Reporting relationships, work assignments, and work schedules may be subject to change to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned.
Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the City’s mission and City Council’s priorities.
Ensures operations and maintenance of the City’s traffic signal system totaling (18) eighteen plus million dollars.
Oversees maintenance and operations of asphalt and construction equipment and buildings totaling (5) five plus million dollars.
Manages operations and capital budgets in excess of (4) four million dollars annually.
Prepares budgets by projecting resource needs and determining funding priorities for a division or section.
Manages and directs the development, implementation, and evaluation of plans, policies, and procedures to achieve annual goals, objectives and work standards.
Ensures customer complaints and concerns are appropriately addressed.
Plans, organizes, directs, and evaluates the performance of staff and their assigned personnel as well as coaches for improvement and development.
Provides leadership and establishes performance requirements while working with supervisors to develop and retain highly competent employees. Takes disciplinary action to address performance deficiencies.
Works with managers to develop and retain highly competent, customer service-oriented staff through selection, compensation, training, and management practices which support the City’s mission and values.
Represents the department in employee relations matters, including the meet and confer process and grievance proceedings.
Approves traffic control plans and communicates plans to the city departments and the public.
Works with traffic signal technicians to collect and communicate traffic count data as required.
Advises the Mayor, City Council, Deputy Transportation Director, Transportation Director, and others on street department issues.
Participates on external committees, boards, task forces, etc., as appropriate. Conducts and attends meetings.
Reviews reports and other documents submitted by subordinates for completeness and accuracy.
Has knowledge of the following: basic civil engineering principles, street construction and maintenance, public administration, including budgeting and purchasing, management and supervision, safety standards, planning and directing street services, customer service.
Has the ability for the following: analyze complex issues, evaluate alternative solutions, develop sound conclusions and recommend a course of action, present proposals and recommendations in public meetings, develop and evaluate management practices and procedures, exercise sound, expert, independent judgement within general policy guidelines.
Be able to establish and maintain effective working relationships with the City Council, officials, other department heads, staff, private and community organizations, apply Memorandums of Understanding, City ordinances, and administrative rules and regulations affecting departmental operations and personnel matters, communicate effectively orally and in writing, use a personal computer and data management software in performing duties.
Prepares annual budget estimates for the department.
Assists in the review of proposed development and planning of city projects.
Orders necessary materials to maintain existing system, as well as present and future expansion.
Recommends to the Transportation Director changes in organizational structure and manpower requirements for future needs of the department.
Maintains a working knowledge of developments in applications of street maintenance and construction, technical and operational matters, public relations and employee relations.
Studies and interprets current trends and policies affecting private and public development and street construction and maintenance with regards to local, state and federal regulations.
Evaluates street department personnel performance for annual compensation or promotions.
Directs Assistant Street Manager and other supervisory personnel in daily operations, and scheduling of manpower and equipment.
Develops good communications; encourages participation and suggestions by employees.
Maintains safety, job knowledge and advancement of skills within the street department.
Works with Global Information System (GIS) Program for implementation, information data collection and maintenance of program.
Meets with citizens to discuss inquiries or complaints and assess action to be taken.
Research information and specifications for purchase of new equipment and tools.
Is available for operational advice and procedures for after hours and emergencies.
Solves maintenance and construction problems. Performs other duties as assigned by the Transportation Director.
SUPERVISORY RESPONSIBILITIES Supervises the Assistant Street Manager and oversees the activities of Street Crew Supervisors/ Crew Leaders, the Street Mechanic, administrative personnel, and Sign and Signal personnel. Is responsible for the overall direction, coordination, and evaluation of the street department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Associates Degree (A. A.) or equivalent in civil or construction engineering or a related field and ten-plus (10+) years related experience and/or training, OR equivalent combination of education and experience. Five-plus years of progressively responsible public works maintenance experience in a management or supervisory capacities.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Able to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS Must have and maintain a valid driver’s license. Must have the ability to obtain a Commercial Driver’s License (CDL).
