SUMMARY - This position is responsible for the design, development, implementation, maintenance, and support of SQL Server databases, ArcGIS Enterprise GIS solutions, and web-based mapping applications to address the City’s spatial data needs. Duties include the management of versioned enterprise geodatabases, ArcGIS Server sites and shared services, application development, and publication of map and geodata web services in production and development environments. Duties also include geographic analysis, project management, developing and maintaining comprehensive documentation for the processes, protocols, and structure of enterprise geodatabases, applications, data services and workflows. Works with considerable latitude for the use of initiative and independent judgment within the scope of responsibility.

ESSENTIAL DUTIES AND RESPONSIBILITIES - include the following:

Reporting relationships, work assignments, and work schedules may be subject to change in order to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned by Supervisor. GIS Analyst will include the skills and duties of a Level II GIS Technician plus the following:

  1. Administer and maintain the SQL Server database that serves as the central repository for the City of Bentonville’s spatial data.
  1. Manage user logins, backups, archives, SDE loading and tuning, patches, troubleshooting, and data sharing for the database.
  1. Proficient using ArcGIS Online software, as well as managing user accounts for utilization of ArcGIS Online Applications and the development of ArcGIS Online web applications.
  1. Responsible for designing, maintaining and documenting the coordinated flow of data between departmental peripheral applications, ArcGIS Desktop, ArcGIS Online, and 911 dispatch systems.
  1. Coordinating with other departments and agencies as they implement spatially enabled applications and programs integrated with the above systems and others as required.

  1. Use ArcGIS Model builder and other Python scripting tools to develop automated workflows and tools for updating and maintaining the various systems as well as for use by other GIS users in performing their job duties.
  1. Have basic scripting and/or programming experience (e.g. Python and SQL)
  1. Draft technical reports, standards, specifications, and process guides. Record and document details of map updates, additions, or deletions.
  1. Installs, updates, and Maintains Enterprise GIS software and related GIS databases, Servers, and Portals for broad use in the GIS and Web Mapping.
  1. Manages GIS users, roles, software, and security models (ArcGIS Online, and Portal)
  1. Functions as database administrator for all GIS related processes and projects.

  1. Utilize Task Scheduler to manage the timely execution of scripts and SQL queries to manage the import, export, and conversion of data into the City’s various systems.
  1. Develop code and software tools to automate complex GIS procedures to increase efficiencies and the overall effectiveness of the GIS program.
  1. Assist GIS Coordinator with long-range planning requirements for a sustainable GIS environment.
  1. Provide technical assistance and support for GIS users, including troubleshooting, diagnostics, problem resolution and general question response.

  1. Attend relevant meetings and conferences to stay up to date with new technologies, techniques, and best practices.

SUPERVISORY RESPONSIBILITIES - May direct and lead the work of others on a project-by-project basis. Provides training to end users and general public as needed for GIS applications and software. Reports to the GIS Coordinator.

EDUCATION and/or EXPERIENCE - Bachelor’s degree required with major course work in GIS, information systems, business/public administration, statistical analysis, social science, or related field.

Preferred qualifications below:

  • Five years of professional experience in GIS-related activities is desired.
  • Two years of experience in developing GIS applications using ArcGIS for Server, ArcGIS Online or related technology;
  • Two years of experience in Relational Database Management Systems (RDBMS), including MS-SQL Server;

LANGUAGE SKILLS - Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS - Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY - Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
