Description

Bella Vista is located in the NW corner of the state of Arkansas. Our city boasts nearly 100 miles of bicycle/walking trails that wind through beautiful hills and trees and around seven (7) lakes within the city limits. Bella Vista a wonderful place to live and work, particularly if you are an outdoor enthusiast.

Under the direction of a Professional Engineer, the Civil Engineer performs a variety of engineering tasks related to plan reviews for grading and erosion control, drainage, residential and miscellaneous permits, as well as commercial land development, roadways and city infrastructure. You will work closely with the Planning department as well as with builders and contractors to ensure that development projects adhere to city codes and ordinances.

Responsibilities include but are not limited to:

  • Reviews, analyzes and interprets survey reports, maps, drawings, blueprints, aerial photography and other topographical or geologic data.
  • Reviews residential grading and erosion control plan applications, existing and planned topography, and stormwater pollution prevention plans for code compliance. Provides and effectively communicates review comments and code requirements.
  • Reviews other applications or plans as needed.
  • Interprets and enforces the development ordinance including but not limited to: access management, parking facility design, grading, land alteration, stormwater pollution prevention, and erosion control ordinances which may include investigating and documenting inspections and/or violations.
  • Conducts field inspections of properties for pre-construction land conditions.
  • Provides technical assistance and customer service to the applicants and/or public by phone, email, or in-person regarding erosion control and land alteration inquiries.
  • May assist with site visits, permitting, inspections and a variety of projects that have been submitted to the Planning Division.
  • Conducts field inspections of permitted properties for compliance of the approved best management practice plan; inspects silt fences, construction entrances, sedimentation basin, grading, and other mitigation efforts.
  • Researches new and changing laws and regulations and provides recommendations to the Stormwater Manager as needed.
  • Communicates regularly with builders, contractors, and internal parties to ensure projects are meeting all requirements and can move forward in timely manner.
  • May be trained a variety of duties in order to assist other in Community Development Services.
  • Other duties as assigned.
Requirements
  • BS in Civil Engineering or will be receiving BS in Civil Engineering in next 3 months.
  • Engineer Intern (EI) certification or ability to obtain within twelve (12) months of hire.
  • Prior part-time internship while pursuing degree.
  • Ability use a variety of software programs related to engineering tasks and city data management. Ability to effectively present information, respond to questions, and confer with city employees as well as the public.
  • Ability to write routine reports and correspondence.
  • Ability to read and understand maps, technical drawings, codes and specifications.
  • Knowledge of applicable safety practices and procedures.
  • Basic knowledge of Microsoft Office and database applications maintained by the City or County.
  • Basic knowledge of Geographic Information System (GIS) applications.
  • Ability to read and interpret data from computer-aided design software.
  • Ability to read and understand grading plans, proposed topography, existing topography, and other similar items.
  • Ability to manage time effectively, work independently and to make sound judgments and decisions.
  • Understanding of local government public and private development codes and ordinances.
  • Attention to detail with high degree of accuracy.
  • Must possess excellent organizational skills.
  • Ability to communicate clearly both verbally and in writing.
