Summary:
The incumbent provides supervision and guidance for all department heads and employees, for the areas of responsibilities, as assigned by the County Judge. Administrator of Public Safety acts as a liaison between other county offices and the County Judge. Since the incumbent assists with county policy making and implementing county policies, projects, and other actions, all county employees are either directly or indirectly influenced by the incumbent's functional authority. The projects and actions undertaken by the County Judge's office and the Quorum Court represent many millions of county tax dollars. The incumbent is responsible for putting into practice the goals and objectives of the County Judge. The incumbent monitors the progress and ensures that results are achieved by the balancing of resources, personnel and budgets for the improvement of the health, safety, welfare and the economic growth of Benton County.
Essential Duties and Responsibilities: include the following. Other duties may be assigned.
Act in behalf of the County Judge, in his/her absence. Assist in the preparation of the county budget, work with the county comptroller to review the monthly financial statements and day-to-day operation and bill paying to ensure accuracy and adherence to budget spend line.
Assist the County Clerk in preparing the Quorum Court calendar and meeting agenda, attend the meetings, brief the Quorum Court on county affairs, within his/her areas of responsibility, initiate action taken by the Quorum Court; monitor the initiated actions; and solve problems to insure effective implementation.
Directly supervise department heads in his/her areas of responsibilities, which includes: assist with writing policies for the various departments, assist with and write personnel policies and monitor plans of action. Participate in the interviewing and hiring of county personnel and serve as intergovernmental liaison with cities and other governmental agencies in Benton County. Answer correspondence for the Judge, either directly or for his signature.
Attend all meetings, as necessary, with department heads and elected officials, attend all other county meetings associated with the assigned areas of responsibilities. These may include but are not limited to: (9-1-1 Advisory Board, Planning Board, Rural Development Authority, Highway Commission, Personnel Policies Committee, Mayor's meeting, etc.)
Assist the department heads and discuss budget preparation problems, and prepare various budgets and approve other budgets.
Write various special project reports for the county, write committee reports and Quorum Court reports (with County Clerk). Write news releases, assist in writing speeches for the County Judge, review other county reports. Assist grants administrator in the writing and reviewing of grants for the county. Participate in the implementation of special projects such as building construction, hiring county consultants, etc. and monitor the project and write reports for the interested parties on the projects.
Represent the county at community meetings, make presentation to the public concerning county affairs and represent the County Judge in his absence.
Act as an advisor to the County Judge as necessary.
Must be able to provide assistance including filling in where necessary for all the departments supervised.

The incumbent must be able to prioritize and organize work in order to meet numerous deadlines. Must have the ability to mediate potentially difficult situations as they occur. Must have excellent communication, problem solving and analytical skills. The incumbent must possess good computer and general office practices and procedure skills as well as general office equipment knowledge. Must have ability to make independent decisions.
Supervisory Responsibilities:
Directly supervises department heads and employees within his/her assigned responsibilities. Carries out supervisory responsibilities in accordance with the county's policies and applicable laws. Responsibilities include interviewing, hiring, terminating and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
Education and/or Experience:
A Bachelors Degree in Business Management or related field is preferred. Must have at least 5-7 years experience directly related to government administration and business management.
Working Relationships:
Administrator of Public Safety must maintain positive working relationships with the elected officials, the quorum court, department heads, employees, and the public. In addition, positive working relationships must be maintained with all outside agencies and organizations.
