The Road Assessment Specialist is responsible for inventorying and evaluating all roads, bridges, easements, and culverts within Benton County. This includes assisting in establishing standards and estimating the costs associated with bringing those assets up to the standard.

Essential Duties and Responsibilities: include the following. Other duties may be assigned.

  1. Assist the Administrator of Public Service and the County Judge in establishing measurable standards as to acceptable quality levels for all the items inventoried.
  2. Assist in preparing cost estimates and timelines for maintaining and improvements necessary to meet established standards.
  3. Monitor changes to the cost of materials and update estimates.
  4. Assist in surveying and preparing the long-range plans.
  5. Contacts property owners to obtain easement acquisitions and assist the property owners in navigating the process.
  6. Assist in assessing damage from natural or man-made disasters to determine the associated costs and assist in developing a timeline for repairs.
  7. Assist in the preparation of all documentation and paperwork for Federal, State, and local emergency funding agencies.
  8. Monitor the progress of disaster damage repairs and provide the Administrator of Public Service with reports.
  9. Assists Engineer by performing site and topographic surveys required for design of road department projects.
  10. Orders utility locates and coordinates with utility companies to have their facilities marked for surveys.
  11. Performs construction staking and layout of Road Department projects.
  12. Inventory all roads, bridges and culverts to create a database of county assets.
  13. Gathers field data for use in various mapping applications which may include GIS, local 911 systems and others.
  14. Creates maps for governmental use.
  15. Assist the Administrator of Public Service as needed.
  16. Assist the Chief Engineer as needed.
  17. Keeps track of surveying and GPS equipment. Performs required manufacturer updates to GPS receiver(s) and controller(s).
  18. Order and keep track of all surveying and staking supplies.
  19. Assist in documentation and damage assessment from natural or man-made disasters.
  20. Conducts site visits and inspections of all driveway and road bore applications. Prepare and submit documentation for planning department for permitting.
  21. Assist with contacting citizens who are on the daily call log.
  22. Is responsible for corresponding with Emergency Management and/or the Office of Emergency Communication when on call during weekends and inclement weather.
  23. Assists the asphalt, concrete, dirt, and culvert crews as needed.

Supervisory Responsibilities:

This position does not have any direct supervisory responsibility. Occasionally, the incumbent may be called on to lead a project team to accomplish a specific goal.

Education and/or Experience:

This position requires a minimum of a high school diploma/GED and five years of experience in estimating road construction and maintenance costs. Excellent communicating skills are required when working with the public as well as the road department staff and management team. Math (basic calculation and geometry) and computer skills are essential. An associate’s degree or coursework in engineering technology is preferred. Must hold a valid Arkansas driver’s license, and required to obtain CDL license within 6 months of hiring.

Working Relationships:

The Road Assessment Specialist must be able to establish strong working relationships with the information systems, emergency management, accounting, and mapping departments. In addition, he/she must be able to work well with the road department employees and management, including the County Judge’s office. A critical relationship, contributing to the success of the Road Assessment Specialist, is with the general public of Benton County.

While performing these duties the employee is regularly required to sit, reach with hands and arms use hands to handle or feel objects/controls, and to talk, hear, and see. The employee may occasionally need to stoop, kneel, and climb. Specific vision abilities required by this position include close, distance, depth perception, and peripheral vision.

The employee must frequently lift fifteen pounds and occasionally be required to lift forty (40) pounds or more.

The typical work environment may experience moderate to loud noises. The time spent would be evenly divided between an office environment and working outside in all types of weather.
