Summary:

The Engineering & Survey Design Technician is responsible for assisting the Chief Engineer with all in-house design and construction projects by providing computer-aided drafting (CAD) for plan preparation for bidding and construction. The Engineering & Survey Design Technician will be responsible for providing all civil design surveying required for road, bridge and drainage projects as directed by the Chief Engineer. This position is responsible for managing all contracted surveying services for various projects as needed by the Chief Engineer.

Essential Duties and Responsibilities:

Include but may not be limited to the following. Other duties may be assigned.

1. Provide drafting support for various County projects and work with the Chief Engineer to prepare plans for construction. Prepares drawings using data obtained from field surveys, original designs, previous drawings, sketches, or other sources; performs necessary algebraic and trigonometric calculations.

2. Quantifies and verifies work quantities from drawings based on bid schedules.

3. Researches public right of way limits through recorded plats and other public information available.

4. Builds, maintains, and updates spatial databases using GIS, surveying, and CAD software.

5. Performs project takeoffs to calculate quantities of materials required for various projects.

6. Troubleshoots issues related to CAD, Surveying, and GIS data/applications.

7. Translates GIS data into usable information for the design process.

8. Creates complex maps, reports, and data requests in support of internal and external operations, including as reference materials for Quorum Court and other committees.

9. Reviews legal descriptions, including document research and mathematical verification.

10. Preparation of plans, maps and other CAD related tasks as requested by the Chief Engineer.

11. Performing Civil Design Surveys for road, bridge, and drainage improvements.

12. Assist in preparing cost estimates and timelines for road and bridge maintenance and improvement projects as required.

13. Assist Chief Engineer & Administrator of Public Services in monitoring and tracking changes to the cost of materials and services related to county road, bridge, and drainage improvement construction.

14. Assist in assessing damage from natural or man-made disasters to determine the associated costs and assist in developing a timeline for repairs as may be needed by the chief engineer and/or the administrator of public services.

15. Orders utility locates and coordinates with utility companies to have their facilities marked for surveys.

16. Performs construction staking and layout of Road Department projects.

17. Assists with inventory of all roads, bridges, and culverts to create a database of county assets.

18. Gathers field data for use in various mapping applications which may include GIS, local 911 systems and others.

19. Performs site visits and construction inspections on road department projects.

20. Performs site visits and inspections of private developments to ensure compliance with County road department standards

21. Assist the Chief Engineer as needed.

22. Keeps track of surveying and GPS equipment. Performs required manufacturer updates to GPS receiver(s) and controller(s).

Other Skills and Abilities:

• Excellent communication skills

• Intermediate to advanced knowledge and ability to use AutoCAD Civil 3D or MicroStation

• Ability to process a variety of data sources to build existing base surfaces from LiDAR, survey points, breaklines, DEMs, and contours.

• Must be able to read engineering plans and technical literature

• Utilize surveying equipment such as GPS, total stations, data collectors, levels, and prisms.

Preferred Software Experience to Include:

• AutoCAD Civil 3d

• Microsoft Excel

• Microsoft Word

• Bluebeam

• Google Earth

• MicroStation

• ESRI GIS or other GIS applications

Supervisory Responsibilities:

This position does not have any direct staff supervisory responsibility. The Engineering and Survey Design Technician may at times be responsible for supervising the work of consultant engineers and surveyors working on county projects.

Education and/or Experience:

This position requires a minimum of a high school diploma/GED & five years of experience preferred in the engineering or surveying fields with a good understanding of construction and construction layout practices for road and drainage projects. An associate’s degree or higher with coursework in computer aided drafting (CAD) or engineering technology is preferred. Must hold a valid Arkansas driver’s license.

The employee in this position must be able to establish strong working relationships with road department staff, employees of other County departments, elected officials and the public.

While performing these duties the employee is regularly required to stand, sit, walk, reach with hands and arms, use hands to handle or feel objects/controls, and to talk, hear, and see. The employee may occasionally need to stoop, kneel, and climb. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

The employee must frequently lift fifteen pounds and occasionally be required to lift up to forty (40) pounds.

The typical work environment may experience moderate to loud noises. The time spent would be divided between an office environment and working outside in all types of weather.
