Is responsible for the planning, design, programming, implementation, documentation, and maintenance of complex, technically oriented, and sensitive computerized geographic information systems. The 9-1-1 GIS Analyst issues new addresses, processes the conversion of printed documents such as subdivision plats and annexations into digital form and converts data into internally created GIS maps, performs field checks and other necessary research to insure the proper assignment of addresses with accurate mapping and has the responsibility for maintenance and reproduction of maps for use with 9-1-1 operations and emergency service providers. Produces high quality maps to meet defined cartographic standards, utilizing the suite of ESRI GIS software including extension to perform high-level analysis to support various mapping projects. This position reviews the 9-1-1 addressing for unincorporated Benton County, 17 of the 20 Municipalities in the county and 4 communities to ensure accurate up to date information to avoid dispatch confusion that could result in serious life-threatening situations and potential liability exposure to the County.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- 1. Comprehensive technical knowledge and ability of GIS, maintenance procedures, customization of processes, understanding of external interfaces, and knowledge of development trends in GIS mapping. Researches all available resources, including but not limited to subdivision plats, annexations and parcel data to issue new county wide addresses. Provides assistance to update and maintain geo-MSAG (Master Street Address Guide) Prepares computerized and printed maps and maintains computer records of rural and city addresses in the county. Coordinates and completes agency GIS initiatives with multiple and evolving projects that integrate agency data and systems; develops and manages complex spatial projects to support GIS initiatives.
2. Research, prepares, manipulates, integrates and analyzes geospatial data, to identify and evaluate problems. Manages database development. Creates and maintains high quality map databases. Researches, prepares, analyzes data for use by various county, city, state and federal agencies, including spatial data analysis for emergency response.
3. Compiles and integrates cartographic data from a wide variety of sources for inclusion in map manuscripts, creates and edits geospatial data using GPS and digitizing techniques, creates and edits maps integrating a range of data formats and using state-of-the art technology. The ability to read, interpret, and understand legal descriptions, maps, plats, aerial photographs and other GIS related source information.
4. Maps changes to city boundaries, roads, driveways, ESN’s, fire boxes, zip codes and other related fields, and makes needed corrections to the map files and computer database. Locates, understands and interpret data shown on surveys and plats.
5. Communicates and works with personnel from other departments, both within and outside of county government. Assists Federal, State and local offices, USPS, telephone companies, 9-1-1 emergency service personnel, and other organizations and businesses who rely on accurate and up to date 9-1-1 GIS mapping.
6. Exports, converts, and provides data to the Arkansas State GIS Office for use in Next-Generation 9-1-1 and geoMSAG for emergency response. Completes Quality Control checks as needed on state databases to ensure accurate 9-1-1 call routing.
7. Participates in GIS technical committees, and advisory groups both inside and outside of county government. Represents Benton County 9-1-1 administrative Board in meetings with Federal, State, Local and public boards and organizations. Disseminates information about the 9-1-1 mapping to assist in resolving complaints, problems and issues related to 9-1-1 operations.
8. Processes requests for new road names and road name changes, coordinating with County or City Planning departments, , County Road Dept. and the County Judge. Maps data on road classifications and speed limits as provided by the county road department and cities.
9. Routinely performs Quality Control checks on data to ensure integrity and accuracy of map and address database. Maintains security, integrity and accuracy of records.
10. Manipulates data for accessibility and efficiency in the 9-1-1 Emergency System for Benton County PSAP’s (Public Safety Answering Points). Maintains and updates all maps in the Rapid Deploy mapping system for PSAP use.
11. Responsible for compiling accurate geographic data (roads, addresses) for submission to the United States Census Bureau in a timely manner which is critical for government programs and services. Must keep all information safe and secure as required by the Census Bureau.
12. Responsible for the appropriate handling and daily use of 9-1-1 property, equipment, software, etc. including adherence to all county computer use policies and vendor specific standard operating procedures.
13. Other projects or duties that may be assigned by Supervisor.
SUPERVISORY RESPONSIBILITIES:
May direct and lead the work of others.
QUALIFICATION REQUIREMENTS:
To qualify for this job successfully, an individual must be able to perform each essential duty satisfactorily. Must have the ability to make decisions, work independently and represent the 9-1-1 Administration Office in a professional, and courteous manner maintaining absolute confidentiality on all 9-1-1 Administration business. Must be able to pass state background checks and complete Criminal Justice System (CJIS) certification in order to work in and around PSAKPs and with secure data. Provide leadership in the development of GIS and GPS information technology plans and related strategic plans to insure accurate 9-1-1 mapping data.
EDUCATION and/or EXPERIENCE:
This position requires an associate degree or college level courses in computer science, GIS, or geography from an accredited college or university and/or 5 or more years in high level experience. An understanding of mapping and cartographic principles using Arc/info, ArcGIS Desktop and Pro, ArcView, ArcSDE, Access and Info databases, GPS information systems is also needed. Five years similar experience can be substituted for educational requirements.
OTHER SKILLS AND ABILITIES:
To qualify for this job an individual must be highly proficient in the use of GIS and GPS mapping software, hardware and linked database programs with the ability to translate requests and provide solutions to problems related to geography and topography. A working knowledge of operating systems of Windows 10 Prepared to attend continuing education classes to keep informed of new mapping technology. A working proficiency of Microsoft Office products is required.

Must possess excellent human relation skills to work with the general public and representatives of Federal and State agencies, of telephone, postal, fire, law, EMS and other emergency service personnel, and businesses with the ability to work independently under general direction and supervision.
